Thayer's Expanded Definition
 ἐπεί (from temporal ἐπί and εἰ, literally, thereupon when; Curtius, Erläut. etc., p. 182; cf. Etym. Magn. 356,7), conjunction (Latin cum), when, since (cf. Winer's Grammar, § 53,1); used:

1. of time, after; so once in the N. T.: Luke 7:1 (where L T Tr text WH text ἐπειδή).

2. of cause, etc., since, seeing that, because: Matthew 18:32; ( Matthew 21:40 T Tr WH); Matthew 27:6>; Mark 15:42; Luke 1:34; John 13:29; John 19:31; 1 Corinthians 14:12; 2 Corinthians 11:18; 2 Corinthians 13:3; Hebrews 5:2,11; Hebrews 6:13; Hebrews 9:17; Hebrews 11:11; ἐπεί οὖν since then, Hebrews 2:14; Hebrews 4:6. Agreeably to a very common abbreviation of speech, we must often supply in thought between ἐπεί and the proposition depending upon it some such phrase as if it is (or were) otherwise; so that the particle, although retaining the force of since, is yet to be rendered otherwise, else, or for then (German sonst); so in Romans 11:6,22; Hebrews 9:26; ἐπεί ἄρα, 1 Corinthians 5:10; 1 Corinthians 7:14 (cf. Winer's Grammar, § 53,8a.); ἐπεί alone before a question (cf. Winer s Grammar, 480 (417); Buttmann, 233 (200)): Romans 3:6; 1 Corinthians 14:16; 1 Corinthians 15:29; Hebrews 10:2; ( 4 Maccabees 1:33; 2:7,19; 6:34 (); 4 Maccabees 7:21; 8:8>). Cf. Citations of this very common word are hardly necessary, but we may quote PSI IV. 435.12 (B.C. 258–7) ἐπεὶ δὲ τάχιστα ὑγιάσ ̣θ ̣ην, παρεγένετό τις ἐκ Κνίδου, P Lond 42.28 (B.C. 168) (= 1. p. 31) ἐπεὶ καὶ ἡ μήτηρ σου τυγχάνει βαρέως ἔχουσα, ";since your mother is much annoyed about it,"; and P Meyer 20.46 (1st half iii/A.D.) εἰπὲ τῇ ἱερίσσᾳ (l. -ίσσῃ) τοῦ ἱεροῦ τῶν Ἑρμωνθιτῶν, ἵνα ἐκ ̣εῖ πέμπω τὰς ἐπιστολάς, ἐπὶ (l. ἐπεὶ) εὐσήμαντά ἐστιν, ";tell the priestess of the sanctuary of Hermonthitis that I am sending my letters thither, since she is well known."; For ἐπεὶ μή see BGU II. 530.35 (i/A.D.) ἡ μήτηρ σου μέμφεταί σε, ἐπὶ μὴ ἀντέγραψας αὐτῇ —a letter from a father to his son : cf. the similar use of ὅτι μή in John 3:18 and see Proleg. p. 239 f. and Abbott Joh. Gr. p. 534 ff. Ἐπεί = alioquin, as in Romans 11:6, is illustrated by Wetstein ad l., and by Field Notes, p. 162.
