A good parallel to the use of this verb in Acts 1:17 is afforded by P Par 6399 (B.C. 164) (= P Petr III. p. 26) τοὺς ὑποτελεῖς τῆι τε ἰχθυηρᾶι καὶ ζυτηιρᾶι καὶ ταῖς ἄλλαις ὠναῖς ἐν τοῖςσύνπασιν ἀνθρώποιςκαταριθμεῖσθαι, ";that in the expression ‘all men’ are included both those who are subject to the fish tax and the beer tax and the other imposts"; (Mahaffy).
