The combined meaning of these two letters is "the back and forth moving of the foot (תאל tail) ". The tail of a fish moves back and forth to propel itself through the water. The darting around of fish. (eng: dog - as a waging tail)

Gesenius' Hebrew and Chaldee Definition

דָּגָה constr. דְּגַת fem. of the preceding, id. Deuteronomy 4:18; Jonah 2:2 commonly collect., like סוּסָה, Genesis 1:26, 28 Exodus 7:18, 21 Numbers 11:5; Ezekiel 29:4, Ezekiel 29:5.

דָּגָה pr. to cover (like the Arab. دَجَا to cover over; hence to be dark, comp. the kindred roots دَجَّ, دجل, دجم, دجن also دَحَّ, of all which the primary idea is that of covering; as also Hebr. דָּגַל, דָּגַר; also the words in other languages, tego, τέγος, στέγω, in the old German Dialects, dagen, dachen, decken); this verb is applied to multitude and plenty covering over every thing (compare جنان a great company, from جنّ to cover, طبن a great multitude, also from the idea of covering). Thus it is once found as a verb, to be multiplied, to be increased [יִדְגּוּ], Genesis 48:16. Hence דָּג, דָּגָה a fish (so called from being so prolific, compare נוּן), דָּגוֹן and דָּגָן.
