 [אֹ֫פֶן] noun [masculine] circumstance, condition (perhaps literally turning) only dual (or plural) suffix עַלאָֿפְנָיו = in (right) circumstances Proverbs 25:11 (compare Str on the passage, also Orelli Syn. d. Zeit u. Ewigkeit 38f.).

Gesenius' Hebrew and Chaldee Definition

אֹפֶן time, from the notion of turning and revolving, compare דּוֹר, תְּקוּפָה περίοδος, and many words which denote a year, all of which properly signify a circle, as annus, whence annulus, ένιαυτός. Hence Proverbs 25:11, דָּבָר דָּבֻר עַל־אָפְנָיו “a word spoken in its own times,” i.e. in a suitable time. (As to the form אָפְנָיו for אֲפָנָיו see Lehrg. 575). So amongst the old authorities Symm., Vulg., Abulwalid, who rightly compares the Arabic إِفَّانُ time. We may explain עַל־אָפְנָיו “upon its wheels,” taking it as a proverbial phrase indicating quickness of answering, making אֹפֶן to be the same as אוֹפָן a wheel. So the Syr. ܥܓܠ and ܒܥܓܥ, ܠܥܓܠ on a wheel, i.e. quickly.
