Jotham constructed the Upper Gate of The Temple of God , considerably extended the Wall of the Ophel, and built cities in the high country of Judah and forts and towers down in the forests. He fought and beat the king of the Ammonites—that year the Ammonites turned over three and a quarter tons of silver and about 65,000 bushels of wheat, and another 65,000 bushels of barley. They repeated this for the next two years. Jotham's strength was rooted in his steady and determined life of obedience to God .

1 Joatham was twenty and five years old when he began to reign, and he reigned sixteen years in Jerusalem: and his mother’s name was Jerusa, daughter of Sadoc. 2 And he did that which was right in the sight of the Lord, according to all that his father Ozias did: but he went not into the temple of the Lord. And still the people corrupted themselves. 3 He built the high gate of the house of the Lord, and he built much in the wall of Opel. 4 In the mountain of Juda, and in the woods, he built both dwelling-places and towers. 5 He fought against the king of the children of Ammon, and prevailed against him: and the children of Ammon gave him even annually a hundred talents of silver, and ten thousand measures of wheat, and ten thousand of barley. These the king of the children of Ammon brought to him annually in the first and second and third years. 6 Joatham grew strong, because he prepared his ways before the Lord his God. 7 And the rest of the acts of Joatham, and his war, and his deeds, behold, they are written in the book of the kings of Juda and Israel. 9 And Joatham slept with his fathers, and was buried in the city of David: and Achaz his son reigned in his stead.

Josephus f calls it Ophlas, and says it joined to the eastern porch of the temple; and some have thought the porch of the temple is meant; the Targum renders it a palace; it is a tradition of the Jews that it was the holy of holies g.

Barnes' Notes on the Bible
Ophel was the name given to the long, narrowish, rounded spur or promontory, which intervenes between the central valley of Jerusalem (the Tyropoeon) and the Kidron, or valley of Jehoshaphat. The anxiety of Uzziah and Jotham to fortify their territory indicates a fear of external attack, which at this time was probably felt mainly in connection with Samaria and Syria (2 Kings 15:37 note). The faithless trust put in fortifications was rebuked by the prophets of the time Hosea 8:14; Isaiah 2:15.
Clarke's Notes on the Bible
Verse 2 Chronicles 27:3. On the wall of Ophel — The wall, says the Targum, of the interior palace. Ophel was some part of the wall of Jerusalem, that was most pregnable, and therefore Jotham fortified it in a particular manner.
