Holman Bible Dictionary
The context of Acts 27:17 indicates that the Greek term underlying gear (RSV) refers to some type of nautical equipment or apparatus. The two interpretations most often given are “lowered the sail” (KJV, TEV) and “let out the (sea) anchor” (NAS, NIV, NRSV, REB). Some commentators suggest that the passage means that all the ship's gear (ropes, sails, yards, pulleys) was secured or stored below deck.
