Papal encyclical promulgated by Pope Leo XIII on October 15, 1890. It dealt with public affairs in Italy, describing them as the realization of the Masonic program involving hatred of the Church, abolition of religious instruction in school, and the absolute independence of civilsociety from clerical influence.
