 [סָעַר] verb storm, rage (Ecclus. סער Hiph`il Sirach 47:17; move tempestuously; סְעָרָה storm-wind Sirach 43:17; Sirach 48:9; Late Hebrew Pi`el stir up, blow, סְעָרָה storm-wind; = II. שָׂעַר, but relation obscure; Assyrian šâru, wind, favours originality of ׳שׂ, but this only late in Hebrew, and for ׳ס Frä189 compare Arabic kindle fire, excite, inflame, be vehemently hungry and thirsty, be mad, insane, etc. Lane1363); —

Qal Imperfect 3 masculine plural figurative, יִסְעֲרוּ Habakkuk 3:14 they [my foes] storm along to scatter me; Participle active סֹעֵר Jonah 1:11 the sea was growing more and more stormy, so Jonah 1:13 (+ עֲלֵיהֶם); feminine סֹעֲרָה Isaiah 54:11 storm-tossed (figurative of Jerusalem).

Niph`al Imperfect 3 masculine singular וַיִּסָּעֵר 2 Kings 6:11 and the heart of the king . . . was enraged because of (עַלֿ) this thing.

Pi`el Imperfect 1 singular suffix וְאֵסָֽעֲרֵם עַלֿ Zechariah 7:14 (on form see Ges§§ 23 h, 52 n) and storm them away (hurl them by a storm-wind) upon the nations.

Po. Imperfect 3 masculine singular כְּמֹץ יְסֹעֵר Hosea 13:3 shall be like chaff (which) is storm-driven from a threshing-floor.

Gesenius' Hebrew and Chaldee Definition

סָעַר (kindred to the roots שָׂעַר and שָׁעַר which see)

(1)  to be violently shaken, specially the sea agitated by storms, Jonah 1:11, 13 Jonah 1:13 to be tossed, by adversity, Isaiah 54:11 compare Piel.

(2) act. to rush upon, like a storm, used of an enemy, Habakkuk 3:14.

Niphal, to be agitated, shaken, i.e. disturbed, used of the heart, 2 Kings 6:11.

Piel, סֵעֵר to toss about, to scatter (a people), Zechariah 7:14.

Poal, intrans. to be tossed about, dispersed (as chaff), Hosea 13:3. Hence
