Gesenius' Hebrew and Chaldee Definition

נָקָה to be pure, Arab. id. نَقِىَ id.; Syriac to sprinkle water of purifying (prop. to purge), to offer a libation, to sacrifice, whence מְנַקִּית a sacrificial cup. In Kal only found, Jeremiah 49:12 where נָקֹה inf. pleon. is joined to the conjugation Niphal.

Niphal נִקָּה

(1) to be pure, metaph. innocent, followed by מִן to be void of any fault. Psalms 19:14; Numbers 5:31 followed by מִן of person, Judges 15:3, נִקֵּיתִי מִפְּלִשְׁתִּים “I am free from blame towards the Philistines,” i.e. if I attack the Philistines it is not my fault, but their own.

(2) to be free from punishment, to be quit, Exodus 21:19; Numbers 5:19; Proverbs 6:29, בָּהּ לֹא יִנָּקֶה כָּל־הַנֹּגֵעֲ “whoever toucheth her shall not be unpunished;” 11:21.

(3) to be clear, free, from an oath, or obligation, Genesis 24:8, 41 Genesis 24:41.

(4) to be vacant, empty (spoken of a city), i.e. laid waste (like the Arab. Conj. X); Isaiah 3:26. Also used of men who are destroyed, extirpated, Zechariah 5:3.

Piel נִקָּה

(1) to declare innocent, to absolve, Job 9:28 followed by מִן Psalms 19:13; Job 10:14.

(2) to leave unpunished, to pardon, with an acc. of pers., Exodus 20:7; 1 Kings 2:9; Jeremiah 30:11, 46:28 with an acc. of the crime. Joel 4:21, וְנִקֵּתִי (better [but this is a conjecture]. נִקַּמְתִּי LXX. ἐκζητήσω) דָּמָם לֹא נִקֵּיתִי “I will avenge their blood, and will not leave it unavenged.” [But see Eng. Ver.] Absol. Exodus 34:7, “forgiving iniquity, and transgression, and sin, וְנַקֵּה לֹא יְנַקֶּה but will not always pardon;” Numbers 14:18; Nahum 1:3.
