Holman Bible Dictionary

A leather or wire covering for an animal's mouth to prevent its eating or biting. Deuteronomy 25:4 is one of many laws in the Deuteronomic code concerned with humane treatment of others. Paul cited this prohibition of muzzling a treading ox to illustrate the principle that “the laborer deserves to be paid” and specifically that “those who proclaim the gospel should get their living by the gospel” ( 1 Corinthians 9:9-14; 1 Timothy 5:17-18 NRSV).
