The black goat hair fabric used for the roof of the tent allows some light through giving the appearance of stars overhead. When it rains the hair fibers swell sealing all of these holes.

Gesenius' Hebrew and Chaldee Definition

כָּבָה to be extinguished, quenched, go out; properly spoken of fire, Leviticus 6:5, of a lamp, 1 Samuel 3:3 metaph. of the anger of God, 2 Kings 22:17 of the destruction of enemies, Isaiah 43:17, “they are quenched like a wick.” (Arab. كبا to cover a fire with ashes, not quite to extinguish, but خبا is to be extinguished. The primary idea is that of covering over, hiding, compare חָבָא, חָבָה. To this answers the Gr. σβέω.)

Piel, to extinguish, put out, prop. Isaiah 1:31, 42:3 metaph. Jeremiah 4:4, 21:12. 2 Samuel 21:17, לֹא תְכַבֶּה אֶת־נֵר יִשְׂרָאֵל “that thou quench not the light of Israel,” lest thou, the alone light of the people, shouldest perish. Compare 2 Samuel 14:7, and above, see גַּחֶלֶת, page 167, B.
