Verses 1-22

Deuteronomy 18:15-19 — Moses Prophesies of the Coming of Jesus - In Deuteronomy 18:15-18 Moses prophesies that "One like him" would come to lead God's people. This prophecy was fulfilled in the Lord Jesus Christ, who was placed over the Church to lead God's people to their place of eternal rest. This is why Hebrews 3:5 says that the ministry of Moses over the children of Israel in the wilderness was a testimony of those things which were coming to pass in the future.

Hebrews 3:5, "And Moses verily was faithful in all his house, as a servant, for a testimony of those things which were to be spoken after;"

Since Moses was a type and figure of the Lord Jesus Christ, his faithfulness over Israel was a type of Jesus' faithfulness over God's people. Therefore, Moses was able to prophesy that One was coming "like unto me."

Peter refers to this prophecy in his first sermon in the Temple in Jerusalem.

Acts 3:22, "For Moses truly said unto the fathers, A prophet shall the Lord your God raise up unto you of your brethren, like unto me; him shall ye hear in all things whatsoever he shall say unto you."

The children of Israel cried out for Moses to speak directly to them instead of God, because of the fearful sight at Mount Sinai ( Exodus 20:18-21 & Deuteronomy 5:23-33). Thus, Moses became God's spokesman to them, an arrangement that was initiated by the prayer of the children on Israel at Mount Sinai.
