Another part of the global war on terrorism that Canada and the United States are working on together is in helping failed states, states like Afghanistan, where people have no voice.

But Canada remains a crucial partner in this global war on terrorism, and we are grateful for that. Canadian naval vessels, aircraft and military personnel continue anti-terrorist operations in the Persian Gulf.

Ironically, the Canadian naval vessels, aircraft and personnel in the Persian Gulf I mentioned earlier who are fighting terrorism will provide more support indirectly to this war in Iraq than most of the 46 countries that are fully supporting our efforts there.

Much has been accomplished during the last year in the campaign against terrorism. This struggle will require vigilance, perseverance and sacrifice for many years to come.

Then we can help these failed states turn around and give their people a better life. This, too, is a critical part of this global war on terrorism, and Canada and the United States are together.

The purpose behind terrorism is to instill fear in people - the fear that electrical power, for instance, will be taken away or the transportation system will be taken down.

Be a terror to the butchers, that they may be fair in their weight; and keep hucksters and fraudulent dealers in awe, for the same reason.

The issue of terrorism must be dealt with firmly. We must work very hard to avoid loss of life. We must work very hard to avoid civilian casualties. And those terrorists and Baathists are holding the people of Fallujah hostage. We must release the hostages.

Intelligence is our first line of defense against terrorism, and we must improve the collection capabilities and analysis of intelligence to protect the security of the United States and its allies.

Since January 2002, when the United States began detaining at Guantanamo Bay enemy combatants captured in Afghanistan, Iraq, and other fronts in the war on terror, critics have complained of human rights abuses.

Terrorism has become the systematic weapon of a war that knows no borders or seldom has a face.

Terrorism takes us back to ages we thought were long gone if we allow it a free hand to corrupt democratic societies and destroy the basic rules of international life.

The PATRIOT Act brought down the wall separating intelligence agencies from law enforcement and other entities charged with protecting the Nation from terrorism.

Everybody's worried about stopping terrorism. Well, there's a really easy way: stop participating in it.

Environmental degradation, overpopulation, refugees, narcotics, terrorism, world crime movements, and organized crime are worldwide problems that don't stop at a nation's borders.

Victory at all costs, victory in spite of all terror, victory however long and hard the road may be; for without victory, there is no survival.
