只 是 百 姓 众 多 ， 又 逢 大 雨 的 时 令 ， 我 们 不 能 站 在 外 头 ， 这 也 不 是 一 两 天 办 完 的 事 ， 因 我 们 在 这 事 上 犯 了 大 罪 ；
