During those days, the nobles of Judah sent many letters to Tobiah, and Tobiah’s letters came to them.
Moreover in those days the nobles of Yehudah sent many letters to Toviyah, and [the letters] of Toviyah came to them.

Also in those days after the wall had been completed, the rich people of Judah were sending many letters to Tobiah, and he was answering their letters.

During all this time the Jewish leaders had been in correspondence with Tobiah.
Also, in those days the nobles of Judah increasingly sent their letters to Tobiah, and letters from Tobiah returned to them.

All during this time letters were going back and forth constantly between the nobles of Judah and Tobiah. Many of the nobles had ties to him because he was son-in-law to Shecaniah son of Arah and his son Jehohanan had married the daughter of Meshullam son of Berekiah. They kept telling me all the good things he did and then would report back to him anything I would say. And then Tobiah would send letters to intimidate me.
Also in those days many letters went from the nobles of Judah to Tobiah, and Tobiah's letters came to them.

then the LORD God formed [that is, created the body of] man from the dust of the ground, and breathed into his nostrils the breath of life; and the man became a living being [an individual complete in body and spirit].
Then the LORD said, "My Spirit shall not strive and remain with man forever, because he is indeed flesh [sinful, corrupt—given over to sensual appetites]; nevertheless his days shall yet be a hundred and twenty years."
There were Nephilim (men of stature, notorious men) on the earth in those days—and also afterward—when the sons of God lived with the daughters of men, and they gave birth to their children. These were the mighty men who were of old, men of renown (great reputation, fame).
So the LORD said, "I will destroy (annihilate) mankind whom I have created from the surface of the earth—not only man, but the animals and the crawling things and the birds of the air—because it [deeply] grieves Me [to see mankind's sin] and I regret that I have made them."
God looked on the earth and saw how debased and degenerate it was, for all humanity had corrupted their way on the earth and lost their true direction.
God said to Noah, "I intend to make an end of all that lives, for through men the land is filled with violence; and behold, I am about to destroy them together with the land.
"Make yourself an ark of gopher wood; make in it rooms (stalls, pens, coops, nests, cages, compartments) and coat it inside and out with pitch (bitumen).
"Of fowls and birds according to their kind, of animals according to their kind, of every crawling thing of the ground according to its kind—two of every kind shall come to you to keep them alive.
"Also take with you every kind of food that is edible, and you shall collect and store it; and it shall be food for you and for them."
So Noah did this; according to all that God commanded him, that is what he did.

Moreover, in those days,.... While the wall was building:
the nobles of Judah sent many letters to Tobiah, and the letters of Tobiah came unto them; letters passed between them frequently, they informing him how things went on at Jerusalem, and he advising them to what was detrimental to the true interest of their nation; such false friends had Nehemiah about him, and yet the work succeeded under him; which showed it the more to be of God.
Clarke's Notes on the Bible
Verse 17. The nobles of Judah sent many letters — The circumstances marked in this and the following verses show still more clearly the difficulties which Nehemiah had to encounter; he had enemies without and false friends within. A treacherous correspondence was carried on between the nobles of Judah and the Ammonites; and had almost any other man been at the head of the Jewish affairs, Jerusalem had never been re-established.
