"Then I heard a man's voice from over by the Ulai Canal calling out, ‘Gabriel, tell this man what is going on. Explain the vision to him.' He came up to me, but when he got close I became terrified and fell facedown on the ground. "He said, ‘Understand that this vision has to do with the time of the end.' As soon as he spoke, I fainted, my face in the dirt. But he picked me up and put me on my feet. "And then he continued, ‘I want to tell you what is going to happen as the judgment days of wrath wind down, for there is going to be an end to all this. "‘The double-horned ram you saw stands for the two kings of the Medes and Persians. The billy goat stands for the kingdom of the Greeks. The huge horn on its forehead is the first Greek king. The four horns that sprouted after it was broken off are the four kings that come after him, but without his power. "‘As their kingdoms cool down and rebellions heat up, A king will show up, hard-faced, a master trickster. His power will swell enormously. He'll talk big, high-handedly, Doing whatever he pleases, knocking off heroes and holy ones left and right. He'll plot and scheme to make crime flourish— and oh, how it will flourish! He'll think he's invincible and get rid of anyone who gets in his way. But when he takes on the Prince of all princes, he'll be smashed to bits— but not by human hands. This vision of the 2,300 sacrifices, evening and morning, is accurate but confidential. Keep it to yourself. It refers to the far future.' "I, Daniel, walked around in a daze, unwell for days. Then I got a grip on myself and went back to work taking care of the king's affairs. But I continued to be upset by the vision. I couldn't make sense of it."

15 And it came about that when I, Daniel, had seen this vision, I had a desire for the sense of it to be unfolded; and I saw one before me in the form of a man. 16 And the voice of a man came to my ears between the sides of the Ulai, crying out and saying, Gabriel, make the vision clear to this man. 17 So he came and took his place near where I was; and when he came, I was full of fear and went down on my face: but he said to me, Let it be clear to you, O son of man; for the vision has to do with the time of the end. 18 Now while he was talking to me, I went into a deep sleep with my face to the earth: but touching me, he put me on my feet where I had been. 19 And he said, See, I will make clear to you what is to come in the later time of the wrath: for it has to do with the fixed time of the end. 20 The sheep which you saw with two horns, they are the kings of Media and Persia. 21 And the he-goat is the king of Greece: and the great horn between his eyes is the first king. 22 And as for that which was broken, in place of which four came up, four kingdoms will come up from his nation, but not with his power. 23 And in the later years of their kingdom, when their evil doings have become complete, there will come up a king full of pride and expert in dark sayings. 24 And his power will be great, and he will be purposing strange things. And all will go well for him and he will do his pleasure; and he will send destruction on the strong ones.

Gill's Notes on the Bible

And I heard a man's voice between the banks of Ulai,.... Near to which Daniel was, Daniel 8:2 and it seemed to him as if the appearance of the man was in the midst of the river, between the banks of it, from whence the voice came; or between the arms of it, it bending and winding about; or rather between Shushan and the river; or between the prophet and that: this voice was the voice of the person that appeared as a man in the preceding verse:

which called, and said, Gabriel; the voice was loud, audible, and commanding; even to an angel, one of great note, Gabriel, the man of God, the mighty one; and shows, that the person that made this appearance, and spoke in this authoritative way, was the Lord, and head of angels, even of all principalities and power, at whose beck and command they are:

make this man to understand the vision; the above vision of the ram, he goat, and little horn; give him a full explanation of it; tell him what the several figures mean, represented in it; that he may have a clear understanding of all things contained in it; the saints and people of God are sometimes instructed by angels, and particularly the prophets of old were; and which was more common in the times of the former dispensation than now; for God has not put in subjection to angels the world to come, or the Gospel dispensation, Hebrews 2:5.

Barnes' Notes on the Bible

And I heard a man’s voice between the banks of Ulai - See the notes at Daniel 8:2. The voice seemed to come from the river, as if it were that of the Genius of the river, and to address Gabriel, who stood near to Daniel on the shore. This was doubtless the voice of God. The speaker was invisible, and this method of explaining the vision was adopted, probably to make the whole scene more impressive.

Which called, and said, Gabriel - Gabriel is mentioned in the Scriptures only in Daniel 8:16; Daniel 9:21; Luke 1:19, Luke 1:26. In Luke 1:19, he is mentioned as saying of himself, “I am Gabriel, that stand in the presence of God.” The word means, properly, “man of God.” Nothing more is known of him, and he is mentioned only as bearing messages to Daniel, to Zacharias the father of John the Baptist, and to Mary.
