THE MESSAGE
"These are the instructions for the Grain-Offering. Aaron's sons are to present it to God in front of the Altar. The priest takes a handful of the fine flour of the Grain-Offering with its oil and all its incense and burns this as a memorial on the Altar, a pleasing fragrance to God . Aaron and his sons eat the rest of it. It is unraised bread and so eaten in a holy place—in the Courtyard of the Tent of Meeting. They must not bake it with yeast. I have designated it as their share of the gifts presented to me. It is very holy, like the Absolution-Offering and the Compensation-Offering. Any male descendant among Aaron's sons may eat it. This is a fixed rule regarding God 's gifts, stretching down the generations. Anyone who touches these offerings must be holy."
New American Standard Bible (1995)
'Now this is the law of the grain offering: the sons of Aaron shall present it before the LORD in front of the altar.

Contextual Overview

14 This is the law of the sacrifice, which the sons of Aaron shall bring near before the Lord, before the altar. 15 And he shall take from it a handful of the fine flour of the sacrifice with its oil, and with all its frankincense, which are upon the sacrifice; and he shall offer up on the altar a burnt-offering as a sweet-smelling savour, a memorial of it to the Lord. 16 And Aaron and his sons shall eat that which is left of it: it shall be eaten without leaven in a holy place, they shall eat it in the court of the tabernacle of witness. 17 It shall not be baked with leaven. I have given it as a portion to them of the burnt-offerings of the Lord: it is most holy, as the offering for sin, and as the offering for trespass. 18 Every male of the priests shall eat it: it is a perpetual ordinance throughout your generations of the burnt-offerings of the Lord; whosoever shall touch them shall be hallowed. 19 And the Lord spoke to Moses, saying, 20 This is the gift of Aaron and of his sons, which they shall offer to the Lord in the day in which thou shalt anoint him; the tenth of an ephah of fine flour for a sacrifice continually, the half of it in the morning, and the half of it in the evening. 21 It shall be made with oil in a frying-pan; he shall offer it kneaded and in rolls, an offering of fragments, an offering of a sweet savour unto the Lord. 22 The anointed priest who is in his place, one of his sons, shall offer it: it is a perpetual statute, it shall all be consumed. 23 And every sacrifice of a priest shall be thoroughly burnt, and shall not be eaten.

Gill's Notes on the Bible

And this [is] the law of the meat offering,.... Or the rules to be observed concerning that, for which, though directions are given, Leviticus 2:1, c. yet is here repeated with some additions to it:

the sons of Aaron shall offer it before the Lord being brought unto them by the children of Israel:

before the altar; or at the face of it, for what was properly offered was burnt upon it, as in the following verse Leviticus 6:15: for it should be rather rendered "in", or "on the altar" n; the face of it is the top of it, on which every sacrifice was offered, and not before it.
