9When you enter the land the LORD your God is giving you, do not imitate the detestable ways of the nations there. 10Let no one be found among you who sacrifices his son or daughter in the fire, practices divination or conjury, interprets omens, practices sorcery, 11casts spells, consults a medium or familiar spirit, or inquires of the dead. 12For whoever does these things is detestable to the LORD. Thou shalt be perfect with the Lord thy God. Sincerely serve and worship him, faithfully adhere to his word, laws, statutes, and ordinances, and walk uprightly before him.
Barnes' Notes on the Bible
Perfect - As in Genesis 17:1; Job 1:1; Matthew 5:48. The sense is that Israel was to keep the worship of the true God wholly uncontaminated by idolatrous pollutions.
