It will overflow its channels and run over all its banks. ⁸It will pour into Judah, swirling and sweeping over it, reaching up to the neck; its spreading streams will cover your entire land, O Immanuel!

"the Word of the Lord added to speak with me again;''

but rather Jehovah the Father, or the Spirit of the Lord, is meant, since the Person speaking is distinguished from Immanuel, Isaiah 8:8:
