1Now the leaders of the people settled in Jerusalem, and the rest of the people cast lots to bring one out of ten to live in the holy city of Jerusalem, while the remaining nine were to dwell in their own cities. 2And the people blessed all the men who volunteered to live in Jerusalem. 3These are the heads of the provinces who settled in Jerusalem (but in the villages of Judah each lived on his own property in their towns-the Israelites, priests, Levites, temple servants, and descendants of Solomon's servants- 4while some of the descendants of Judah and Benjamin settled in Jerusalem.) From the descendants of Judah: Athaiah son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, a descendant of Perez; 5and Maaseiah son of Baruch, the son of Col-hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, a descendant of Shelah. 6The descendants of Perez who settled in Jerusalem totaled 468 men of valor. 7From the descendants of Benjamin: Sallu son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah; 8and his followers Gabbai and Sallai-928 men. 9Joel son of Zichri was the officer over them, and Judah son of Hassenuah was over the city's second district. 10From the priests: Jedaiah son of Joiarib; Jachin;

Jedaiah: One of Dr. Kennicott's manuscripts omits, בן [Strong's H1121], ben, "son of," and reads "Jedaiah, Joiarib, Jachin," which is nearly that of the parallel place. Joiarib, יויריב [Strong's H3114], is merely a contracted form of יהויריב [Strong's H3080], Jehoiarib, by the elision of ה, hay. Nehemiah 7:39, Nehemiah 12:19, 1 Chronicles 9:10, Jehoiarib, Ezra 2:36, Ezra 8:16

Gill's Notes on the Bible

Ver. 10,11 Of the priests,.... Who dwelt in Jerusalem, of whom the same account is given in these two verses as in 1 Chronicles 9:10, only Seraiah here is called Azariah there.

See the margin reference notes. Both accounts appear to be extracts from a public official register which Nehemiah caused to be made of his census. The census itself seems to have been confined to the dwellers at Jerusalem. The subjoined table exhibits the differences between the accounts of the entire population of Jerusalem as given in Nehemiah and in Chronicles:

According to Nehemiah’s numbers, supplemented from Chronicles, the entire adult male population of the city was 3,734, which would give a total population of 14,936. According to Chronicles, supplemented from Nehemiah, the adult males were 4,370, and consequently the entire population, would have been 17,480. As the Nethinims and the Israelites of Ephraim and Manasseh 1 Chronicles 9:3 are not included in either list, we may conclude that the actual number of the inhabitants, after the efforts recorded in Nehemiah 11:1-2, was not much short of 20,000.

The outward business of the house of God - Such as the collection of the newly-imposed tax Nehemiah 10:32, the providing of the regular sacrifices, the renewal of vestments, and the like.

Nehemiah 11:17

The principal to begin the thanksgiving - i. e., “the precentor,” or “leader of the choir.”
