2 Kings 17:3

During Hoshea's rule, King Shalmaneser of Assyria invaded Israel; he took control of the country and made Hoshea pay taxes.

THE MESSAGE
Then Shalmaneser king of Assyria attacked. Hoshea was already a puppet of the Assyrian king and regularly sent him tribute, but Shalmaneser discovered that Hoshea had been operating traitorously behind his back—having worked out a deal with King So of Egypt. And, adding insult to injury, Hoshea was way behind on his annual payments of tribute to Assyria. So the king of Assyria arrested him and threw him in prison, then proceeded to invade the entire country. He attacked Samaria and threw up a siege against it. The siege lasted three years.

Contextual Overview

1 Hoshea son of Elah became king of Israel in the twelfth year of Ahaz's rule in Judah, and he ruled nine years from Samaria. 2 Hoshea disobeyed the Lord and sinned, but not as much as the earlier Israelite kings had done. 3 During Hoshea's rule, King Shalmaneser of Assyria invaded Israel; he took control of the country and made Hoshea pay taxes. 4 But later, Hoshea refused to pay the taxes and asked King So of Egypt to help him rebel. When Shalmaneser found out, he arrested Hoshea and put him in prison. 5 Shalmaneser invaded Israel and attacked the city of Samaria for three years, 6 before capturing it in the ninth year of Hoshea's rule. The Assyrian king took the Israelites away to Assyria as prisoners. He forced some of them to live in the town of Halah, others to live near the Habor River in the territory of Gozan, and still others to live in towns where the Median people lived.

Against him came up Shalmaneser king of Assyria,.... Which some take to be the same with Tiglathpileser, see 1 Chronicles 5:26 but he rather seems to be his son; his name was to be found, as Josephus w relates, in the archives of the Tyrians, against whom he had an expedition; his name is Salmanassar in Metasthenes x, who says he reigned seventeen years:

and Hoshea became his servant, and gave him presents, to depart from him; he became tributary to him, and agreed to pay him a yearly tax.

Barnes' Notes on the Bible

Of Shalmaneser, the successor of Tiglath-pileser in the Assyrian Canon, we know little from Assyrian sources, since his records have been mutilated by his successors, the Sargonids, who were of a wholly different family. The archives of Tyre mention him as contemporary with, and warring against, a Tyrian king named Elulaeus. The expedition, referred to here, was probably in the first year of Shalmaneser (727 B.C.). Its main object was the reduction of Phoenicia, which had re-asserted its independence, but (except Tyre) was once more completely reduced. Shalmaneser probably passed on from Phoenicia into Galilee, where he attacked and took Beth-arbel (Arbela of Josephus, now Irbid), treating it with great severity Hosea 10:14, in order to alarm Hoshea, who immediately submitted, and became tributary (see the marginal rendering and 1 Kings 4:21 note). Shalmaneser then returned into Assyria.

Verse 2 Kings 17:3. Shalmaneser — This was the son and successor of Tiglath-pileser. He is called Shalman by Hosea, Hosea 10:14, and Enemessar, in the book of Tobit, 2 Kings 1:2.
