Contextual Overview

1 Moses said to the people: The Lord told me to chisel out two flat stones, just like the ones he had given me earlier. He also commanded me to make a wooden chest, then come up the mountain and meet with him. 2 He told me that he would write the same words on the new stones that he had written on the ones I broke, and that I could put these stones in this sacred chest. 3 So I made a chest out of acacia wood, and I chiseled two flat stones like the ones I broke. Then I carried the stones up the mountain, 4 where the Lord wrote the Ten Commandments on them, just as he had done the first time. The commandments were exactly what he had announced from the fire, when you were gathered at the mountain. After the Lord returned the stones to me, 5 I took them down the mountainside and put them in the chest, just as he had commanded. And they are still there. 6 Moses said to Israel: Later we set up camp at the wells belonging to the descendants of Jaakan. Then we moved on and camped at Moserah, where Aaron died and was buried, and his son Eleazar became the priest. 7 Next, we camped at Gudgodah and then at Jotbathah, where there are flowing streams. 8 Moses said to Israel: After I put the two stones in the sacred chest, the Lord chose the tribe of Levi, not only to carry the chest, but also to serve as his priests at the place of worship and to bless the other tribes in his name. And they still do these things. 9 The Lord promised that he would always provide for the tribe of Levi, and that's why he won't give them any land, when he divides it among the other tribes. 10 Moses said to Israel: When I had taken the second set of stones up the mountain, I spent forty days and nights there, just as I had done before. Once again, the Lord answered my prayer and did not destroy you.

Gill's Notes on the Bible

And the Lord said unto me, arise, take thy journey before the people,.... Here Moses goes on with his relation of things at Mount Sinai, how that upon his supplication for the people, on account of the destruction they were threatened with for their idolatry, the Lord was graciously pleased not only to hear him and forgive the people, but ordered him to go before them, and lead them on towards the land of Canaan he had promised them, Exodus 32:34,

that they may go in and possess the land, which I sware unto their fathers to give unto them; and which had it not been for their later murmurings and rebellions, they had been in the possession of it in a little time, especially after their departure from Sinai.

Barnes' Notes on the Bible

These verses are closely connected with the preceding chapter, and state very briefly the results of the intercession of Moses recorded in Deuteronomy 9:25-29. The people are reminded that all their blessings and privileges, forfeited by apostasy as soon as bestowed, were only now their own by a new and most unmerited act of grace on the part of God, won from Him by the self-sacrificing mediation of Moses himself Deuteronomy 10:10.

Deuteronomy 10:1-5. The order for making the ark and tabernacle was evidently given before the apostasy of the people (Exo. 25ff); but the tables were not put in the ark until the completion and dedication of the tabernacle Exodus 40:0. But here as elsewhere (compare the Deuteronomy 9:1 note) Moses connects transactions closely related to each other and to his purpose without regard to the order of occurrence.

Deuteronomy 10:6

There Aaron died - i. e., while the people were encamped in Mosera or Moseroth. In Deuteronomy 32:50; as well as in Numbers 20:25 ff Mount Hor is assigned as the place of Aaron’s death. It is plain then that Moserah was in the neighborhood of Mount Hor. The appointment of Eleazar to minister in place of Aaron, is referred to as a proof of the completeness and fulness of the reconciliation effected between God and the people by Moses. Though Aaron was sentenced to die in the wilderness for his sin at Meribah, yet God provided for the perpetuation of the high priesthood, so that the people would not suffer. Compare Deuteronomy 9:20 and note.

Deuteronomy 10:8

At that time - i. e., that of the encampment at Sinai, as the words also import in Deuteronomy 10:1. Throughout the passage the time of the important events at Sinai is kept in view; it is reverted to as each incident is brought forward by Moses, alluded to sufficiently for his purpose, and dismissed.

Moses is evidently here speaking of the election by God of the tribe of Levi at large, priests and others also, for His own service.
