THE MESSAGE
The Emites (Monsters) used to live there—mobs of hulking giants, like Anakites. Along with the Anakites they were lumped in with the Rephaites (Ghosts) but in Moab they were called Emites. Horites also used to live in Seir, but the descendants of Esau took over and destroyed them, the same as Israel did in the land God gave them to possess.

8 We went past the territory that belonged to our relatives, the descendants of Esau. We followed Arabah Road that starts in the south at Elath and Ezion-Geber, then we turned onto the desert road that leads to Moab. 9 The Lord told me, "Don't try to start a war with Moab. Leave them alone, because I gave the land of Ar to them, and I will not let you have any of it." 10 Before the Lord gave the Moabites their land, a large and powerful tribe lived there. They were the Emim, and they were as tall as the Anakim. 11 The Moabites called them Emim, though others sometimes used the name Rephaim for both the Anakim and the Emim. 12 The Horites used to live in Seir, but the Edomites took over that region. They killed many of the Horites and forced the rest of them to leave, just as Israel did to the people in the land that the Lord gave them. 13 Moses said to Israel: When we came to the Zered Gorge along the southern border of Moab, the Lord told us to cross the gorge into Moab, and we did. 14 This was thirty-eight years after we left Kadesh-Barnea, and by that time all the men who had been in the army at Kadesh-Barnea had died, just as the Lord had said they would. 15The Lord kept getting rid of them until finally none of them were left. 17 Then the Lord told me, 18 "Moses, now go past the town of Ar and cross Moab's northern border

Gill's Notes on the Bible
The Emims dwelt there in time past,.... We read of them as early as the times of Chedorlaomer, Genesis 14:5 when their dwelling was in Kirjathaim, a city which Sihon king of the Amorites took from the Moabites, and which being taken from him, was with others given to the tribe of Reuben, Numbers 32:37. These are by some thought to be the same with the Yemim which Anah found and met with in the wilderness, and defeated, which we render "mules", Genesis 36:24. They had their name from the fear and terror they put men into because of their gigantic stature and great strength, as follows: it is probable they were the descendants of Ham:
a people great and many, and tall as the Anakims; who were very numerous, of a very bulky size of body, and of high stature, like the giants the spies had seen at Hebron, the sons of Anak, a noted giant there, Numbers 13:22.

Verse Deuteronomy 2:10. The Emims dwelt therein — Calmet supposes that these people were destroyed in the war made against them by Chedorlaomer and his allies, Genesis 14:5. Lot possessed their country after the destruction of Sodom and Gomorrha. They are generally esteemed as giants; probably they were a hardy, fierce, and terrible people, who lived, like the wandering Arabs, on the plunder of others. This was sufficient to gain them the appellation of giants, or men of prodigious stature. See Deuteronomy 2:11.
