THE MESSAGE
God made Pharaoh king of Egypt stubborn, determined to chase the Israelites as they walked out on him without even looking back. The Egyptians gave chase and caught up with them where they had made camp by the sea—all Pharaoh's horse-drawn chariots and their riders, all his foot soldiers there at Pi Hahiroth opposite Baal Zephon.
New American Standard Bible (1995)
The LORD hardened the heart of Pharaoh, king of Egypt, and he chased after the sons of Israel as the sons of Israel were going out boldly.

Contextual Overview

1 At Etham the Lord said to Moses: 2 Tell the people of Israel to turn back and camp across from Pi-Hahiroth near Baal-Zephon, between Migdol and the Red Sea. 3 The king will think they were afraid to cross the desert and that they are wandering around, trying to find another way to leave the country. 4 I will make the king stubborn again, and he will try to catch you. Then I will destroy him and his army. People everywhere will praise me for my victory, and the Egyptians will know that I really am the Lord . The Israelites obeyed the Lord and camped where he told them. 5 When the king of Egypt heard that the Israelites had finally left, he and his officials changed their minds and said, "Look what we have done! We let them get away, and they will no longer be our slaves." 6 The king got his war chariot and army ready. 7 He commanded his officers in charge of his six hundred best chariots and all his other chariots to start after the Israelites. 8 The Lord made the king so stubborn that he went after them, even though the Israelites proudly went on their way. 9 But the king's horses and chariots and soldiers caught up with them while they were camping by the Red Sea near Pi-Hahiroth and Baal-Zephon.

Gill's Notes on the Bible

And the Lord hardened the heart of Pharaoh king of Egypt,.... As he said he would, Exodus 14:4,

and he pursued after the children of Israel; took their rout in pursuit of them:

and the children of Israel went out with an high hand: not once dreaming they should be pursued by Pharaoh as an enemy, when they went out with his full consent, and with such pressing solicitations to be gone, and with so much favour shown them by the Egyptians; wherefore they set out, and went on with great boldness, courage, and intrepidity; "with an uncovered head", as the Targum of Onkelos, without any fear, and with great alacrity and cheerfulness; they carried both their heads and their hands high, were fearless and thoughtless of any danger when this mighty preparation was making against them.
