¹³ Leaders of Israel, the people must bring you one sixtieth of their grain harvests as offerings to me. ¹⁴ They will also bring one percent of their olive oil. These things will be measured according to the bath, and ten baths is the same as one homer or one cor. ¹⁵ Finally, they must bring one sheep out of every two hundred from their flocks. These offerings will be used as grain sacrifices, as well as sacrifices to please me and those to ask my blessing. I, the Lord , will be pleased with these sacrifices and will forgive the sins of my people. ¹⁶ The people of Israel will bring you these offerings. ¹⁷ But during New Moon Festivals, Sabbath celebrations, and other religious feasts, you leaders will be responsible for providing animals for the sacrifices, as well as the grain and wine. All these will be used for the sacrifices for sin, the grain sacrifices, the sacrifices to please me, and those to ask my blessing. I will be pleased and will forgive the sins of my people. ¹⁸ The Lord God said: On the first day of the first month, a young bull that has nothing wrong with it must be offered as a sacrifice to purify the temple. ¹⁹ The priest will take some blood from this sacrifice and smear it on the doorposts of the temple, as well as on the four corners of the altar and on the doorposts of the gates that lead into the inner courtyard. ²⁰ The same ceremony must also be done on the seventh day of the month, so that anyone who sins accidentally or without knowing it will be forgiven, and so that my temple will remain holy. ²¹ Beginning on the fourteenth day of the first month, and continuing for seven days, everyone will celebrate Passover and eat bread made without yeast. ²² On the first day, the ruler will bring a bull to offer as a sacrifice for his sins and for the sins of the people.

And he shall prepare a meat offering of an ephah for a bullock,.... Of the meat offering, :-, this was to consist of an ephah of fine flour; and for every bullock on each of the seven days of the passover was a meat offering of such a quantity to be made:

and an ephah for a ram; a like quantity of fine flour was to be made into a meat offering for every ram on the same days:

and an hin of oil for an ephah; to every ephah of fine flour was, to be allowed an hin of oil, which, according to Bishop Cumberland, was a gallon and two pints, being the sixth part of an ephah or bath: here also, as Kimchi observes, will be an innovation in the offerings in future times, whether we will or not, he says; and Jarchi confesses his ignorance of these things; since, according to the law, three tenth parts of an ephah of fine flour were only allowed to make a meat offering for one bullock, and two tenth parts for a ram, Numbers 28:12, this may denote the more abundance of grace, and of the knowledge of Christ, under the Gospel dispensation, and especially in the latter day glory.

Barnes' Notes on the Bible

This order of certain solemn services does not follow exactly the order of Moses, of Solomon, or of Ezra. The deviation can scarcely have been accidental, and furnishes a fresh indication that the whole vision is symbolic, representative of the times when, after the oblation of the one Sacrifice, reconciliation and sanctification were effected for man through the presence of God dwelling in the midst of the people.

In the first day - If this is only a special Passover for the dedication, the prolongation of the festival may be compared with that under Solomon 2 Chronicles 7:8. But it is more probably a general ordinance, and, in this case, we have an addition to the Mosaic ritual (compare Leviticus 23:5). Here the “first day” is marked by the rites of expiation, which are repeated on the seventh day Ezekiel 45:20, for the purpose of including those who transgressed from ignorance rather than willfulness.

Comparing this with the daily sacrifices of the Paschal week Numbers 28:19-24, and those of the daily sacrifices of the week of the Feast of tabernacles (see Numbers 29:12...), it will be seen that here the covenant number seven is preserved throughout to indicate a perfect, in lieu of an imperfect, covenant with God.

The Feast of tabernacles (compare the marginal references). Some think that the other great festival, the Feast of Weeks, is intended.
