THE MESSAGE
"Babylon must fall— compensation for the war dead in Israel. Babylonians will be killed because of all that Babylonian killing. But you exiles who have escaped a Babylonian death, get out! And fast! Remember God in your long and distant exile. Keep Jerusalem alive in your memory."

Contextual Overview

1 I, the Lord , am sending a wind to destroy the people of Babylonia and Babylon, its capital. 2 Foreign soldiers will come from every direction, and when the disaster is over, Babylonia will be empty and worthless. 3 I will tell these soldiers, "Attack quickly, before the Babylonians can string their bows or put on their armor. Kill their best soldiers and destroy their army!" 4 Their troops will fall wounded in the streets of Babylon. 5 Everyone in Israel and Judah is guilty. But I, the Lord All-Powerful, their holy God, have not abandoned them. 6 Get out of Babylon! Run for your lives! If you stay, you will be killed when I take revenge on the city and punish it for its sins. 7 Babylon was my golden cup, filled with the wine of my anger. The nations of the world got drunk on this wine and went insane. 8 But suddenly, Babylon will fall and be destroyed. I, the Lord , told the foreigners who lived there, "Weep for the city! Get medicine for its wounds; maybe they will heal." 9 The foreigners answered, "We have already tried to treat Babylon's wounds, but they would not heal. Come on, let's all go home to our own countries. Nothing is left in Babylonia; everything is destroyed." 10 The people of Israel said, "Tell everyone in Zion! The Lord has taken revenge for what Babylon did to us."

Gill's Notes on the Bible

As Babylon [hath caused] the slain of Israel,.... In Jerusalem, when that city was taken the Chaldeans, and destroyed:

so at Babylon shall all the slain of all the earth; or "land"; that is, the land of Chaldea; the inhabitants of which fled to Babylon upon the invasion of the Medes and Persians, both for their own safety, and the defence of that city; and where, being slain, they fell; and this was a just retaliation of them for what they had done to Israel. These words may be considered, as they are by some, as the song of the inhabitants of heaven and earth, observing and applauding the justice and equity of divine Providence in this affair; see Revelation 13:7.

Render, “As Babylon caused the slain of Israel to fall, so because of Babylon, hare fallen the slain of (or, in) the whole earth.” Babylon has to answer for the general carnage caused by its wars.
