Then this Message from God came to me: "Take up a collection from the exiles. Target Heldai, Tobiah, and Jedaiah. They've just arrived from Babylon. You'll find them at the home of Josiah son of Zephaniah. Collect silver and gold from them and fashion crowns. Place one on the head of Joshua son of Jehozadak, the high priest, and give him this message: "‘A Message from God -of-the-Angel-Armies. Be alert. We have a man here whose name is Branch. He will branch out from where he is and build the Temple of God . Yes, he's the one. He'll build the Temple of God . Then he'll assume the role of royalty, take his place on the throne and rule—a priest sitting on the throne!—showing that king and priest can coexist in harmony.' "The other crown will be in the Temple of God as a symbol of royalty, under the custodial care of Helem, Tobiah, Jedaiah, and Hen son of Zephaniah. "People will come from faraway places to pitch in and rebuild the Temple of God . This will confirm that God -of-the-Angel-Armies did, in fact, send me to you. All this follows as you put your minds to a life of responsive obedience to the voice of your God ."

9 The Lord said to me: 10Heldai, Tobijah, and Jedaiah have returned from Babylonia. Collect enough silver and gold from them to make a crown. Then go with them to the house of Josiah son of Zephaniah and put the crown on the head of the high priest Joshua son of Jehozadak. 12Tell him that I, the Lord All-Powerful, say, "Someone will reach out from here like a branch and build a temple for me. I will name him ‘Branch,' and he will rule with royal honors. A priest will stand beside his throne, and the two of them will be good friends. 14 This crown will be kept in my temple as a reminder and will be taken care of by Heldai, Tobijah, Jedaiah, and Josiah." 15 When people from distant lands come and help build the temple of the Lord All-Powerful, you will know that the Lord is the one who sent me. And this will happen, if you truly obey the Lord your God.

And the word of the Lord came unto me, saying.] Either "the word of prophecy from the Lord", as the Targum paraphrases it; the visions being ended, the prophetic part of the book begins; and many excellent prophecies concerning the Messiah, and his kingdom, are contained in this and the following chapters: or an order from the Lord, which is expressed in the next verses Zechariah 6:10.
Barnes' Notes on the Bible
And the word of the Lord came to me - The visions being closed, Zechariah marks the change by adopting the usual formula, with which the prophets authenticated, that they spake not of themselves, but by the Spirit of God. The act enjoined is a symbolic act, pointing and summing up and interpreting the visions, as some of the visions had been already expanded by fresh revelations following immediately upon them.
