THE MESSAGE
Next, Jehu got all the people together and addressed them: Ahab served Baal small-time; Jehu will serve him big-time. "Get all the prophets of Baal here—everyone who served him, all his priests. Get everyone here; don't leave anyone out. I have a great sacrifice to offer Baal. If you don't show up, you won't live to tell about it." (Jehu was lying, of course. He planned to destroy all the worshipers of Baal.)

15 On leaving there, he happened upon Y'honadav the son of Rekhav coming toward him. He greeted him and said to him, "Are you wholeheartedly with me, as I am with you?" "Yes," answered Y'honadav. "If so, give me your hand." He gave him his hand, and Yehu took him up into the chariot. 16 He said, "Come with me, and see how zealous I am for Adonai ." So they had him ride in his chariot. 17 On arriving in Shomron he put to death everyone that Ach'av still had in Shomron, until he had destroyed him, in keeping with the word of Adonai which he had spoken to Eliyahu. 18 Next, Yehu assembled all the people and said to them, "Ach'av served Ba‘al in limited measure, but Yehu will serve him with full zeal. 19 Therefore summon all the prophets of Ba‘al to me, all his worshippers and all his priests. None of them is to be missing, because I am going to offer a great sacrifice to Ba‘al; whoever is missing will not remain alive." But Yehu was setting a trap, in order to destroy the worshippers of Ba‘al. 20 Yehu said, "Proclaim a solemn assembly for Ba‘al," and they did so. 21 Yehu sent throughout all Isra'el, and all the worshippers of Ba‘al came, so that there was not one man left that didn't come. They entered the temple of Ba‘al, and the temple of Ba‘al was filled from one end to the other. 22 To the man in charge of the wardrobe he said, "Bring out robes for all the worshippers of Ba‘al"; and he brought them clothes. 23 Yehu and Y'honadav the son of Rekhav entered the house of Ba‘al and said to the worshippers of Ba‘al, "Search to see that none of the servants of Adonai is here with you, only worshippers of Ba‘al." 24 Then they went in to offer sacrifices and burnt offerings. But Yehu had chosen eighty men to remain outside. He said, "If any of the men I am about to put in your hands escapes, it will be your life for his."

And Jehu gathered all the people together,.... The people of Samaria, at least the principal of them:

and said unto them, Ahab served Baal a little, [but] Jehu shall serve him much; which some understand as spoken ironically; but the words seem to be spoken with a design to deceive the idolatrous inhabitants of Samaria, making them to believe that he was hearty in the worship of Baal, and should show a greater respect to it, and more constantly attend it, than Ahab had done; and this he said with a view to draw them to the temple of Baal, and there destroy them, as the sequel shows; and in which he is not to be justified, however good his intention was; for evil is not to be done that good may come.

Barnes' Notes on the Bible

Though we cannot ascribe to Jehu a spirit of true piety (see 2 Kings 10:29), we can well enough understand how the soldier, trained in the Syrian wars, revolted against the unmanly and voluptuous worship of the Dea Syra, and wished to go back to the simple solemn service of Yahweh. These views and feelings it would have been dangerous to declare during the lifetime of Jezebel. Even after her death it was prudent to temporise, to wait until the party of Ahab was crushed politically, before broaching tbe religious question. Having now slain all the issue of Ahab in the kingdom of Israel, and all the influential men of the party 2Ki 10:7, 2 Kings 10:11, 2 Kings 10:17, Jehu felt that he might begin his reformation of religion. But even now he uses “subtilty” rather than open violence. “Ahab served Baal a little; but Jehu shall serve him much.”

Verse 2 Kings 10:18. Ahab served Baal a little — Jehu had determined to have no worship in Israel but that of the golden calves at Dan and Bethel; therefore he purposes to destroy all the worshippers of Baal: and that he may do it without suspicion, he proclaims a great sacrifice; and that he may do it the more easily, he gathers them all together into one place.
