But they wouldn't listen. If anything, they were even more bullheaded than their stubborn ancestors, if that's possible. They were contemptuous of his instructions, the solemn and holy covenant he had made with their ancestors, and of his repeated reminders and warnings. They lived a "nothing" life and became "nothings"—just like the pagan peoples all around them. They were well-warned: God said, "Don't!" but they did it anyway.

Contextual Overview
7 This came about because the people of Isra'el had sinned against Adonai their God, who had brought them out of the land of Egypt, out from under the domination of Pharaoh king of Egypt. They feared other gods 8 and lived by the customs of the nations that Adonai had expelled ahead of the people of Isra'el and by those of the kings of Isra'el. 9 The people of Isra'el secretly did things that were not right, according to Adonai their God. Notwithstanding, they would not hear,.... Their instructions, advice, and admonitions, and obey them:
but hardened their necks, like to the neck of their fathers, that did not believe in the Lord their God: as Terah and Nahor, who were idolaters; or rather, their fathers in the wilderness, that made and served the calf, and those that rebelled against Moses and Aaron; it is a metaphor taken from oxen, that will not submit their necks to the yoke, but draw back from it, or cast it off, see Acts 7:51.
