THE MESSAGE
Then God said, "You've been going around in circles in these hills long enough; go north. Command the people, You're about to cut through the land belonging to your relatives, the People of Esau who settled in Seir. They are terrified of you, but restrain yourselves. Don't try and start a fight. I am not giving you so much as a square inch of their land. I've already given all the hill country of Seir to Esau—he owns it all. Pay them up front for any food or water you get from them."
New American Standard Bible (1995)

Contextual Overview

1 "Then we turned and began traveling into the desert along the road to the Sea of Suf, as Adonai had said to me; and we skirted Mount Se‘ir for a long time. 2 (v) Finally Adonai said to me, 3 ‘You have been going around this mountain long enough! Head north, 4 and give this order to the people: "You are to pass through the territory of your kinsmen the descendants of ‘Esav who live in Se‘ir. They will be afraid of you, so be very cautious, 5 and don't get into disputes with them; for I am not going to give you any of their land, no, not even enough for one foot to stand on; inasmuch as I have given Mount Se‘ir to ‘Esav as his possession. 6 Pay them money for the food you eat, and pay them money for the water you drink. 7 For Adonai your God has blessed you in everything your hands have produced. He knows that you have been traveling through this vast desert; these forty years Adonai your God has been with you; and you have lacked nothing.'

Barnes' Notes on the Bible

Deuteronomy 2:1 seems to refer in general terms to the long years of wandering, the details of which were not for Moses’ present purpose. The command of Deuteronomy 2:2-3 relates to their journey from Kadesh to Mount Hor Numbers 20:22; Numbers 33:37, and directs their march around to the southern extremity of Mount Seir, so as to “compass the land of Edom” Judges 11:18; Numbers 21:4, and so northward toward the Arnon, i. e., “by the way of the wilderness of Moab,” Deuteronomy 2:8. This circuitous path was followed because of the refusal of the Edomites to allow the people to pass through their territory.
