THE MESSAGE
I tried to relieve your fears: "Don't be terrified of them. God , your God, is leading the way; he's fighting for you. You saw with your own eyes what he did for you in Egypt; you saw what he did in the wilderness, how God , your God, carried you as a father carries his child, carried you the whole way until you arrived here. But now that you're here, you won't trust God , your God—this same God who goes ahead of you in your travels to scout out a place to pitch camp, a fire by night and a cloud by day to show you the way to go."

Contextual Overview
19“We then set out from Horeb and went across all the great and terrible wilderness you saw on the way to the hill country of the Amorites, just as the Lord our God had commanded us. When we reached Kadesh-barnea, 20I said to you: You have reached the hill country of the Amorites, which the Lord our God is giving us. 21See, the Lord your God has set the land before you. Go up and take possession of it as the Lord, the God of your fathers, has told you. Do not be afraid or discouraged. 22“Then all of you approached me and said, ‘Let’s send men ahead of us, so that they may explore the land for us and bring us back a report about the route we should go up and the cities we will come to.’ 23The plan seemed good to me, so I selected twelve men from among you, one man for each tribe. 24They left and went up into the hill country and came to the Valley of Eshcol, scouting the land. 25They took some of the fruit from the land in their hands, carried it down to us, and brought us back a report: ‘The land the Lord our God is giving us is good.’ 26“But you were not willing to go up. You rebelled against the command of the Lord your God. 27You grumbled in your tents and said, ‘The Lord brought us out of the land of Egypt to hand us over to the Amorites in order to destroy us, because he hates us. 28Where can we go? Our brothers have made us lose heart, saying: The people are larger and taller than we are; the cities are large, fortified to the heavens. We also saw the descendants of the Anakim there.’

Gill's Notes on the Bible
Then I said unto you, dread not, neither be afraid of them. With such like words he had exhorted and encouraged them before the spies were sent, and he still uses the same, or stronger terms, notwithstanding the report that had been made of the gigantic stature and walled cities of the Canaanites. This speech of Moses, which is continued in the two following verses, is not recorded in Numbers 14:5, it is only there said, that Moses and Aaron fell on their faces, but no account is given of what was said by either of them.
