THE MESSAGE
If a hostile witness stands to accuse someone of a wrong, then both parties involved in the quarrel must stand in the Presence of God before the priests and judges who are in office at that time. The judges must conduct a careful investigation; if the witness turns out to be a false witness and has lied against his fellow Israelite, give him the same medicine he intended for the other party. Clean the polluting evil from your company. People will hear of what you've done and be impressed; that will put a stop to this kind of evil among you. Don't feel sorry for the person: It's life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

14“Do not move your neighbor’s boundary marker, established at the start in the inheritance you will receive in the land the Lord your God is giving you to possess. 15“One witness cannot establish any iniquity or sin against a person, whatever that person has done. A fact must be established by the testimony of two or three witnesses. 16“If a malicious witness testifies against someone accusing him of a crime, 17the two people in the dispute are to stand in the presence of the Lord before the priests and judges in authority at that time. 18The judges are to make a careful investigation, and if the witness turns out to be a liar who has falsely accused his brother, 19you must do to him as he intended to do to his brother. You must purge the evil from you. 20Then everyone else will hear and be afraid, and they will never again do anything evil like this among you. 21Do not show pity: life for life, eye for eye, tooth for tooth, hand for hand, and foot for foot.

Gill's Notes on the Bible

If a false witness rise up against any man,.... In a court of judicature:

to testify against him: that which is not true of him, let it be in what case it will; Aben Ezra instances in idolatry, but it holds good of any other.

Barnes' Notes on the Bible

Testify against him that which is wrong - Margin, more literally, “a falling away.” The word is used Deuteronomy 13:5 to signify apostasy or revolt; here it is no doubt to be understood in the wider sense of any departure from the Law.
