Then Samuel said to the people, “The Lord, who appointed Moses and Aaron and who brought your ancestors up from the land of Egypt, is a witness.
Shemu'el said to the people, It is the LORD who appointed Moshe and Aharon, and that brought your fathers up out of the land of Mitzrayim.
And Samuel said unto the people, It is the Lord that advanced Moses and Aaron, and that brought your fathers up out of the land of Egypt.
Then Samuel said to the people, "Yahweh is witness, who appointed Moses and Aaron, and who brought your ancestors up from the land of Egypt.

Samuel continued, "The Lord is the one who chose Moses and Aaron and who brought your ancestors out of Egypt.

And the people said, "He is witness." Samuel continued, "This is the God who made Moses and Aaron your leaders and brought your ancestors out of Egypt. Take your stand before him now as I review your case before God in the light of all the righteous ways in which God has worked with you and your ancestors. When Jacob's sons entered Egypt, the Egyptians made life hard for them and they cried for help to God . God sent Moses and Aaron, who led your ancestors out of Egypt and settled them here in this place.
Then Samuel said to the people, "It is the LORD who appointed Moses and Aaron and who brought your fathers up from the land of Egypt.

Jacob safely ended his trip from Paddan Aram when he came to the town of Shechem in Canaan. He made his camp in a field near the city.
She was seen by Shechem, the son of Hamor the Hivite, who ruled that area. Shechem took Dinah and raped her.
So the people gave Jacob all the foreign gods they had, and they gave him all the rings they were wearing in their ears. He buried everything under an oak tree near the town called Shechem.
These mountains are on the other side of the Jordan River in the land of the Canaanites living in the Jordan Valley. These mountains are toward the west, not far from the oak trees of Moreh near the town of Gilgal.
So the Israelites chose some cities to be called cities of safety. These are the cities: Kedesh in Galilee in the hill country of Naphtali; Shechem in the hill country of Ephraim; Kiriath Arba (Hebron) in the hill country of Judah;
When the Israelites left Egypt, they carried the bones from the body of Joseph with them. They buried the bones of Joseph at Shechem on the land that Jacob had bought from the sons of Hamor, the father of the man named Shechem. Jacob had bought that land for 100 pieces of pure silver. This land belonged to Joseph's children.

And Samuel said unto the people,.... Having cleared and established his own character, he proceeds to lay before the people some of the great things God had done for them formerly, and quite down to the present time, the more to aggravate their ingratitude in rejecting God as their King:
[it is] the Lord that advanced Moses and Aaron; raised them from a low estate, the one in a foreign country in Midian, the other in bondage in Egypt, to be deliverers, guides, and governors of his people Israel. Kimchi thinks this refers to what goes before, and that the sense is, that God, that raised Moses and Aaron to great honour and dignity, was a witness between him and the people; in which he is followed by some Christian interpreters. Ben Gersom makes mention of the same, but rather approves of the connection of the words with what follows, as does Abarbinel, and is doubtless most correct; the Targum is,
"who hath done mighty things by the hands of Moses and Aaron:''
and that brought your fathers up out of the land of Egypt; when they were in bondage there, and that by the means of Moses and Aaron, by whose hands he wrought signs and wonders and inflicted plagues on the Egyptians, which made them willing at last to let Israel go.
Barnes' Notes on the Bible
Advanced - In the sense of appointing them to their office. It is, literally, âmadeâ (see the margin; 1 Kings 12:31; Hebrews 3:2). Samuelâs purpose is to impress the people with the conviction that Yahweh was their God, and the God of their fathers; that to Him they owed their national existence and all their national blessings, and that faithfulness to Him, to the exclusion of all other worship 1 Samuel 12:21 was the only safety of the newly-established monarchy. Observe the constant reference to the Exodus as the well-known turning-point of their national life (see 1 Samuel 4:8; 1 Samuel 6:6).
