King Hezekiah sent messages to all the people of Israel and Judah. He wrote letters to the people of Ephraim and Manasseh also. He invited all these people to come to the Lord 's Temple in Jerusalem so that they all could celebrate the Passover for the Lord , the God of Israel.

Then Hezekiah invited all of Israel and Judah, with personal letters to Ephraim and Manasseh, to come to The Temple of God in Jerusalem to celebrate the Passover to Israel's God. The king and his officials and the congregation in Jerusalem had decided to celebrate Passover in the second month. They hadn't been able to celebrate it at the regular time because not enough of the priests were yet personally prepared and the people hadn't had time to gather in Jerusalem. Under these circumstances, the revised date was approved by both king and people and they sent out the invitation from one end of the country to the other, from Beersheba in the south to Dan in the north: "Come and celebrate the Passover to Israel's God in Jerusalem." He invited all these people to come to the Lord 's Temple in Jerusalem so that they all could celebrate the Passover for the Lord , the God of Israel. 2 King Hezekiah agreed with all his officials and all the assembly in Jerusalem to have the Passover in the second month. 3 They could not celebrate the Passover Festival at the regular time, because not enough priests had made themselves ready for holy service and the people had not gathered in Jerusalem. 4 The agreement satisfied King Hezekiah and all the assembly. 5 So they sent the announcement throughout Israel, from the town of Beersheba all the way to the town of Dan. They told the people to come to Jerusalem to celebrate the Passover for the Lord , the God of Israel. Not many people had been celebrating it as it was described in the law. 6 So the messengers took the king's letters all through Israel and Judah. This is what the letters said: "Children of Israel, turn back to the Lord , the God who Abraham, Isaac, and Israel obeyed. Then God will come back to you who are still alive and have escaped from the kings of Assyria. 7 Don't be like your fathers or your brothers. The Lord was their God, but they turned against him. So he made people hate them and speak evil about them. You can see with your own eyes that this is true. 8 Don't be stubborn as your ancestors were. But obey the Lord with a willing heart. Come to the Temple that he has made to be holy forever. Serve the Lord your God. Then his fearful anger will turn away from you. 9 If you come back and obey the Lord , your relatives and your children will find mercy from the people who captured them. And your relatives and your children will come back to this land. The Lord your God is kind and merciful. He will not turn away from you if you come back to him." 10 The messengers went to every town in the area of Ephraim and Manasseh. They went all the way to the area of Zebulun, but the people laughed at the messengers and made fun of them.

And Hezekiah sent to all Israel and Judah,.... Sent messengers to them, not only to the subjects of his own kingdom, Judah, but to all the Israelites that dwelt in it, who were come thither for the sake of religion, and the worship of God:
and wrote letters also to Ephraim and Manasseh; which are put for all the ten tribes, as appears from 2 Chronicles 30:10 and are distinguished from Israel in the preceding clause:
that they should come to the house of the Lord at Jerusalem; not that he laid his commands upon them to come, they not being his subjects, namely, those of the ten tribes; but he hereby admonished them of their duty, and gave them a kind invitation, signifying the doors of the temple were open for them, and they were welcome to come thither:
to keep the passover unto the Lord God of Israel; to the glory of his name, who was the common Lord of them all, and whose command it was to keep the passover, and that at Jerusalem, and nowhere else, see
Deuteronomy 16:1.

CHAPTER XXX
Hezekiah invites all Israel and Judah, and writes letters to
Ephraim and Manasseh to come up to Jerusalem, and hold a
passover to the Lord, 1-4.
The posts go out with the king's proclamation from Dan to
Beer-sheba, and pass from city to city through the coasts
of Ephraim, Manasseh, and Zebulun, but are generally mocked
in Israel, 5-10.
Yet several of Asher, Manasseh, and Zebulun, humble themselves,
and come to Jerusalem, 11.
But in Judah they are all of one heart, 12, 13.
They take away the idolatrous altars, kill the passover,
sprinkle the blood, and, as circumstances will permit,
sanctify the people, 14, 15.
Many having eaten of the passover, who were not purified
according to the law, Hezekiah prays for them; and the Lord
accepts his prayer, and heals them, 16-20.
Hezekiah exhorts them; and they hold the feast seven additional
days, fourteen in all, and the people greatly rejoice, 21-26.
The priests and the Levites bless the people, and God accepts
their prayers and thanksgivings, 27.

Verse 2 Chronicles 30:1. Hezekiah sent to all Israel — It is not easy to find out how this was permitted by the king of Israel; but it is generally allowed that Hoshea, who then reigned over Israel, was one of their best kings. And as the Jews allow that at this time both the golden calves had been carried away by the Assyrians,-that at Dan by Tiglath-pileser, and that at Bethel by Shalmaneser,-the people who chose to worship Jehovah at Jerusalem were freely permitted to do it, and Hezekiah had encouragement to make the proclamation in question.
