THE MESSAGE
"‘One year later he will mount a fresh invasion of the south. But the second invasion won't compare to the first. When the Roman ships arrive, he will turn tail and go back home. But as he passes through the country, he will be filled with anger at the holy covenant. He will take up with all those who betray the holy covenant, favoring them. The bodyguards surrounding him will march in and desecrate the Sanctuary and citadel. They'll throw out the daily worship and set up in its place the obscene sacrilege. The king of the north will play up to those who betray the holy covenant, corrupting them even further with his seductive talk, but those who stay courageously loyal to their God will take a strong stand.

²¹ "That ruler will be followed by a very cruel and hated man, who will not have the honor of being from a king's family. He will become a ruler by being tricky. He will attack the kingdom when the people feel safe. ²² He will defeat large and powerful armies. He will even defeat the leader with the agreement. ²³ Many nations will make agreements with that cruel and hated ruler, but he will lie and trick them. He will gain much power, but only a few people will support him. ²⁴ "When the richest countries feel safe, that cruel and hated ruler will attack them. He will attack at just the right time and will be successful where his ancestors were not successful. He will take things from the countries he defeated, and he will give them to his followers. He will plan to defeat and destroy strong cities. He will be successful—but only for a short time. ²⁵ "That very cruel and hated ruler will have a very large army. He will use that army to show his strength and courage and attack the southern king. The southern king will get a very large and powerful army and go to war. But the people who are against him will make secret plans, and the southern king will be defeated. ²⁶ People who were supposed to be good friends of the southern king will try to destroy him. His army will be defeated. Many of his soldiers will be killed in battle. ²⁷ Those two kings will want to make trouble. They will sit around the table planning their lies, but it will not do either one of them any good because God has set a time for their end to come. ²⁸ "The northern king will go back to his own country with much wealth. Then he will decide to do bad things against the holy agreement. He will do the things he planned, and then he will go back to his own country. ²⁹ "At the right time, the northern king will attack the southern king again. But this time he will not be successful as he was before. ³⁰ Ships from Cyprus will come and fight against the northern king. He will see those ships coming and be afraid. Then he will turn back and take out his anger on the holy agreement. He will turn back and help those who stopped following the holy agreement.

At the time appointed of God, he should return from Syria again to Egypt; which was his third expedition thither, and was occasioned by the Alexandrians setting up the brother of Ptolemy Philometor for king; wherefore he hastened to Egypt with a large army, under a pretence of restoring the deposed king; but in reality to seize the kingdom for himself y:

Barnes' Notes on the Bible

At the time appointed - In the purposes of God. See the notes at Daniel 11:27. That is, at the time when God shall design to accomplish his own purposes in regard to him. The idea is, that there was a definite period in the Divine Mind in which all this was to be done, and that when this should occur Antiochus would return again to invade Egypt.

He shall return, and come toward the south - With an intention of invading Egypt. The occasion of this invasion was, that after the departure of Antiochus, leaving Ptolemy in possession of Egypt, or having professedly given up the kingdom to him, Ptolemy suspected the designs of Antiochus, and came to an agreement with his brother Physcon, that they should share the government between them, and resist Antiochus with their united power. To do this, they hired mercenary troops from Greece. Antiochus, learning this, openly threw off the mask, and prepared to invade Egypt again, 167 b.c. He sent his fleet to Cyprus to secure possession of that island, and led his army toward Egypt to subdue the two brothers, designing to annex the whole country to his dominions.

But it shall not be as the former, or as the latter - At the first invasion or the second. In these he was successful; in this he would not be. The reason of his want of success is stated in the following verse - that by the aid which the two brothers had obtained from abroad, as expressed in the next verse, they would be able to oppose him.

Verse 29. At the time appointed he shall return — Finding that his treachery was detected, and that the two brothers had united their counsel and strength for their mutual support, he threw off the mask; and having collected a great army early in the spring, he passed through Coelesyria; entered Egypt; and the inhabitants of Memphis having submitted to him, he came by easy marches to Alexandria. But, says the prophet, "it shall not be as the former or as the latter:" he had not the same success as the former, when he overthrew the Egyptian army at Pelusium; nor as the latter, when he took Memphis, and subdued all Egypt, except Alexandria.
