"‘Compassion is our only hope, the compassion of you, the Master, our God, since in our rebellion we've forfeited our rights. We paid no attention to you when you told us how to live, the clear teaching that came through your servants the prophets. All of us in Israel ignored what you said. We defied your instructions and did what we pleased. And now we're paying for it: The solemn curse written out plainly in the revelation to God's servant Moses is now doing its work among us, the wages of our sin against you. You did to us and our rulers what you said you would do: You brought this catastrophic disaster on us, the worst disaster on record—and in Jerusalem!

⁴ I prayed to the Lord my God and told him about all my sins. I said, "Lord, you are a great and awesome God. You keep your agreement of love and kindness with people who love you. You keep your agreement with the people who obey your commands. ⁵ "But we have sinned. We have done wrong. We have done evil things. We turned against you. We turned away from your commands and good decisions. ⁶ The prophets were your servants. They spoke for you to our kings, to our leaders, to our fathers, and to the common people in our country. But we did not listen to them. ⁷ "Lord, you are innocent, and the shame belongs to us, even now. Shame belongs to the people from Judah and Jerusalem, and to all the people of Israel, to those who are near and to those you scattered among many nations. They should be ashamed of all the evil things they did against you. ⁸ " Lord , we should all be ashamed. All our kings and leaders should be ashamed. Our ancestors should be ashamed, because we sinned against you. ⁹ "But, Lord our God, you are kind and forgiving, even though we rebelled against you. ¹⁰ We have not obeyed the Lord our God. He used his servants, the prophets, and gave us laws, but we have not obeyed his laws. ¹¹ All the people of Israel disobeyed your teachings and turned away from you. They did not listen to you. We sinned, so you did what you promised to do. All the curses and promises in the Law of Moses, your servant, happened to us. ¹² "God said those things would happen to us and our leaders, and he made them happen. He made terrible things happen to us. No other city suffered the way Jerusalem suffered. ¹³ All those terrible things happened to us. This happened just as it is written in the Law of Moses, but we still have not asked the Lord our God for help. We still have not stopped sinning. We still do not pay attention to your truth, Lord.

To the Lord our God belong mercies and forgivenesses,.... Mercy is his nature, and what he delights in; it is abundant, and he is plenteous in it the fountain of mercy is with him, and numerous are the streams which flow from it, called "the multitude of his tender mercies"; all temporal favours spring from hence, and so do all spiritual blessings, the sure mercies of David; and particularly the forgiveness of sin, which is the Lord's prerogative, and is according to the tender mercies of our God, and the riches of his grace; and is of all sins, and of all sorts of sinners; he doth abundantly pardon all that apply to him for it, and forgives all trespasses; see Psalms 130:4:

though we have rebelled against him: there is mercy with the Lord, and forgiveness with him, even for rebellious ones; which is an exaggeration and illustration of his pardoning grace and mercy: or, "for we have sinned against him" g; so that it is a plain case that he is merciful and has forgiven our iniquities, since he has spared us, and not destroyed us, and now is about to put an end to our captivity, according to his promise; and if he had not mercy on us, and did not forgive our sins, we must perish in them, and there would be no hope of salvation for us.

Barnes' Notes on the Bible

To the Lord our God belong mercies and forgivenesses - Not only does righteousness belong to him in the sense that he has done right, and that he cannot be blamed for what he has done, but mercy and forgiveness belong to him in the sense that he only can pardon, and that these are attributes of his nature.

Though we have rebelled against him - The word used here and rendered “though” (כי kı̂y) may mean either “though” or “for.” That is, the passage may mean that mercy belongs to God, and we may hope that he will show it, “although” we have been so evil and rebellious; or it may mean that it belongs to him, and he only can show it, “for” we have rebelled against him; that is, our only hope now is in his mercy, “for” we have sinned, and forfeited all claims to his favor. Either of these interpretations makes good sense, but the latter would seem to be most in accordance with the general strain of this part of the prayer, which is to make humble and penitent confession. So the Latin Vulgate “quia.” So Theodotion, ὅτι hoti. So Luther and Lengerke, “denn.” In the same way, the passage in Psalms 25:11 is rendered, “For thy name’s sake, O Lord, pardon mine iniquity, for (כי kı̂y) it is great” - though this passage will admit of the other interpretation, “although it is great.”
