Ezekiel 45:23

During the seven days of the festival, the ruler will offer seven bulls and seven rams that have nothing wrong with them. They will be burnt offerings to the Lord . The ruler will offer one bull on every day of the seven days of the festival, and he will offer a male goat every day for a sin offering.

13 "This is a special offering that you must give: 1/6 ephah of wheat for every homer of wheat; 1/6 ephah of barley for every homer of barley; 14 1/10 bath of olive oil for every cor of olive oil; (Remember: Ten baths make a homer, and ten baths make a cor.) 15 and one sheep for every 200 sheep from every watering hole in Israel. "Those special offerings are for the grain offerings, for the burnt offerings, and for the fellowship offerings. These offerings are to remove the sins of the people." This is what the Lord God said. 16 "Everyone in the country will give to this offering for the ruler of Israel. 17 But the ruler must give the things needed for the special holy days. The ruler must provide the burnt offerings, the grain offerings, and the drink offerings for the feast days, for the New Moon, for the Sabbaths, and for all the other special meeting days of the family of Israel. You must use that bull to make the Temple pure. 19 The priest will take some of the blood from the sin offering and put it on the doorposts of the Temple and on the four corners of the ledge of the altar and on the posts of the gate to the inner courtyard. 20 You will do the same thing on the seventh day of that month for anyone who has sinned by mistake or without knowing it. So you will make the Temple pure. 21 "On the 14th day of the first month, you must celebrate the Passover. The Festival of Unleavened Bread begins at this time. It continues for seven days. 22 At that time the ruler will offer a bull for himself and for all the people of Israel. The bull will be for a sin offering.

And seven days of the feast he shall prepare a burnt offering to the Lord,.... Which is as follows:

seven bullocks and seven rams without blemish daily the seven days; that is, a bullock and a ram for each day:

and a kid of the goats daily for a sin offering; all which were typical of Christ, signified by the "bullock", for his labour and patience; by the "ram", for his strength; and by the kid of the goats, for his likeness of sinful flesh, and having the sins of his people reckoned to him; which made him of ill savour to the justice and holiness of God, and for which he fell a sacrifice. This is also different from the law of Moses, which required two young bullocks, one ram, and seven lambs,

Numbers 28:19 and therefore Jarchi confesses he knew not how to make this Scripture stand, or establish the sense of it.

Barnes' Notes on the Bible

This order of certain solemn services does not follow exactly the order of Moses, of Solomon, or of Ezra. The deviation can scarcely have been accidental, and furnishes a fresh indication that the whole vision is symbolic, representative of the times when, after the oblation of the one Sacrifice, reconciliation and sanctification were effected for man through the presence of God dwelling in the midst of the people.

In the first day - If this is only a special Passover for the dedication, the prolongation of the festival may be compared with that under Solomon 2 Chronicles 7:8. But it is more probably a general ordinance, and, in this case, we have an addition to the Mosaic ritual (compare Leviticus 23:5). Here the “first day” is marked by the rites of expiation, which are repeated on the seventh day Ezekiel 45:20, for the purpose of including those who transgressed from ignorance rather than willfulness.

Comparing this with the daily sacrifices of the Paschal week Numbers 28:19-24, and those of the daily sacrifices of the week of the Feast of tabernacles (see Numbers 29:12...), it will be seen that here the covenant number seven is preserved throughout to indicate a perfect, in lieu of an imperfect, covenant with God.
