Contextual Overview

15 Look, the Lord is coming with fire. His armies are coming with clouds of dust. He is angry, and he will punish his enemies with flames. 16 The Lord will judge the people and will punish them with fire and his sword. There will be many people killed by the Lord . 17 The Lord says, "These are the people who wash themselves and make themselves pure so that they can go into their special gardens to worship their idols. They follow each other into the gardens to eat meat from pigs, rats, and other dirty things. But they will all be destroyed together. 18 "They have evil thoughts and do evil things, so I am coming to punish them. I will gather all nations and all people. Everyone will be gathered together to see my Glory. 19 I will put a mark on some of the people. I will send some of these saved people to the nations of Tarshish, Libya, Lud (the land of archers), Tubal, Greece, and all the faraway lands. Those people have never heard my teachings. They have never seen my Glory. So the saved people will tell the nations about my glory. 20 And they will bring all your brothers and sisters from those other nations to my holy mountain Jerusalem as an offering to the Lord . Your brothers and sisters will ride on horses, mules, camels, and in chariots and wagons. They will be like the gifts that the Israelites bring on clean plates to the Temple of the Lord . 21 I will also choose some of these people to be priests and Levites." The Lord himself said this. 22 The Lord says, "I will make a new world—new heavens and a new earth—that will last forever. In the same way, your names and your children will always be with me. 23 Everyone will come to worship me on every worship day; they will come every Sabbath and every first day of the month. This is what I, the Lord , have said. 24 "Whoever goes out of the city will see the dead bodies of those who sinned against me. The worms eating those bodies will never die, and the fires burning them will never go out. It will be horrible to anyone who sees it."

Gill's Notes on the Bible

For as the new heavens, and the new earth, which I will make,.... Not "have made"; for this is not to be understood of the heavens and the earth made new in the beginning, and which continue so without any change or alteration; though sometimes the perpetuity of the church, which is here predicted, is set forth by the duration of those,

Psalms 89:36 but either of the new state of things under the Gospel dispensation, which still continues, promised Isaiah 65:15, or rather, since that would be an illustration of it by the same thing in different words, it may be interpreted literally of the new heavens and the new earth, which will be made when the present ones shall wax old and perish, and be no more, as in the New Jerusalem state, 2 Peter 3:10:

shall remain before me, saith the Lord; these shall continue, not only throughout the Millennium, or thousand years' reign, but for ever:

so shall your seed and your name remain; not the natural seed of believers; all have not such seed, and they that have, they are not all converted persons; but the spiritual "seed" of the church, born in her, and brought up by her; which shall continue in successive generations to the end of time, notwithstanding the persecutions of men, and the craft of false teachers, and the reproaches and banters of a vain world, Psalms 22:30, and their "name" also; the name of Christ they name and confess, and that is called upon them, and from whence they are called Christians; this shall endure as long as the sun,

Barnes' Notes on the Bible

For as the new heavens and the new earth - (See the notes at Isaiah 65:17).

Shall remain before me - They shall not pass away and be succeeded by others. The idea is, that the state of things here described would be permanent and abiding.
