Contextual Overview

9 These are the names of the towns that were in the areas that belonged to Judah and Simeon. 10 The first choice of towns was given to the Levites from the Kohath family group. 11 They gave them Kiriath Arba. (This is Hebron. It was named for a man named Arba. Arba was the father of Anak.) They also gave them some land near the town for their animals. 12 But the fields and the small towns around the city of Kiriath Arba belonged to Caleb son of Jephunneh. 13 So they gave the city of Hebron to Aaron's descendants. (Hebron was a city of safety.) They also gave Aaron's descendants the towns of Libnah, 14 Jattir, Eshtemoa, 15 Holon, Debir, 16 Ain, Juttah, and Beth Shemesh. They also gave them some of the land near these towns for their animals. These two tribes gave them nine towns. 17 They also gave Aaron's descendants cities that belonged to the tribe of Benjamin. These cities were Gibeon, Geba, 18 Anathoth, and Almon. They gave them these four towns and some of the land near the towns for their animals.

And Ain with her suburbs,.... :-;

and Juttah with her suburbs; :-;

[and] Bethshemesh with her suburbs; which is not mentioned among the cities of Judah, Joshua 15:21; only as in the borders of it,

Joshua 21:10; and perhaps is the same Bethshemesh to which the ark was directed by the Philistines from Ashdod, 1 Samuel 6:9; in it formerly was a temple dedicated to the sun, from whence it had its name:

nine cities out of those two tribes; and they seem all but one, which is Ain, to be of the tribe of Judah, and that originally belonged to it; and as that tribe had the largest number of cities in its lot, the more were given out of it to the Levites, according to a rule prescribed, Numbers 35:8.

Barnes' Notes on the Bible

The thirteen priestly cities (see the marginal references) were all in the tribes of Judah, Simeon, and Benjamin. Thus, as Calvin remarks, God so overruled it that the priestly families were placed upon the spot which He had determined before hand to choose as the site of His temple.
