There must be nothing wrong with them. 3 You will also offer 24 cups of fine flour mixed with oil with the bull, 16 cups with the ram, 4 and 8 cups with each of the 7 lambs. 5 Also offer a male goat as a sin offering to make you pure. 6 These offerings are in addition to the New Moon sacrifice and its grain offering. And they are in addition to the daily sacrifice and its grain offerings and drink offerings. These must be done according to the rules. Barnes' Notes on the Bible
The ordinance of the Feast of Trumpets was to be observed on the opening day of that month within which the great Day of the Atonement and the Feast of Tabernacles fell (compare Leviticus 23:23 ff). The special offering for the day anticipated that of the great Day of Atonement.
