THE MESSAGE
God spoke to Moses: "Command the People of Israel. Tell them, You're in charge of presenting my food, my Fire-Gifts of pleasing fragrance, at the set times. Tell them, This is the Fire-Gift that you are to present to God : two healthy yearling lambs each day as a regular Whole-Burnt-Offering. Sacrifice one lamb in the morning, the other in the evening, together with two quarts of fine flour mixed with a quart of olive oil for a Grain-Offering. This is the standard Whole-Burnt-Offering instituted at Mount Sinai as a pleasing fragrance, a Fire-Gift to God . The Drink-Offering that goes with it is a quart of strong beer with each lamb. Pour out the Drink-Offering before God in the Sanctuary. Sacrifice the second lamb in the evening with the Grain-Offering and Drink-Offering the same as in the morning—a Fire-Gift of pleasing fragrance for God .

1 The Lord commanded Moses 2 to instruct the Israelites to present to God at the appointed times the required food offerings that are pleasing to him. 3 These are the food offerings that are to be presented to the Lord : for the daily burnt offering, two one-year-old male lambs without any defects. 4 Offer the first lamb in the morning, and the second in the evening, 5 each with a grain offering of 2 pounds of flour, mixed with 2 pints of the best olive oil. 6 This is the daily offering that is completely burned, which was first offered at Mount Sinai as a food offering, an odor pleasing to the Lord . 7 As the wine offering with the first lamb, pour out at the altar 2 pints of wine. 8 In the evening offer the second lamb in the same way as the morning offering, together with its wine offering. It also is a food offering, an odor pleasing to the Lord .

And the Lord spake unto Moses,.... The number of the children of Israel being taken, and orders given to divide the land unto them, according to their numbers; it was thought proper by the Lord to renew, or to put in mind of, the laws concerning sacrifices which had been made, and which they were to observe when they came into the land of Canaan; and the rather this was necessary, as it was now thirty eight years ago since these laws were first made, and during that time were much in disuse, at least some of them: and besides, this was a new generation of men that were sprung up, those that were at Mount Sinai at the giving of the law being all dead, except a very few; and now Moses also was about to die, and would be no more with them to remind them of these laws, and see that they were observed; and a successor of him being appointed and constituted, it may be likewise on his account, as well as the people's, that these laws were repeated:

The daily offering had been already commanded Exodus 29:38, and no doubt additional offerings had become customary on festivals. But no such elaborate system as is here prescribed was or could possibly have been observed in the wilderness: compare Deuteronomy 12:8-9. The regulations of this and the next chapter therefore point to the immediate prospect of that settlement in Canaan which alone could enable the Israelites to obey them. Compare the ordinances in Numbers 15:0.
