Contextual Overview

21 And Israel sent messengers unto Sihon king of the Amorites, saying: 22 'Let me pass through thy land; we will not turn aside into field, or into vineyard; we will not drink of the water of the wells; we will go by the king's highway, until we have passed thy border.' 23 And Sihon would not suffer Israel to pass through his border; but Sihon gathered all his people together, and went out against Israel into the wilderness, and came to Jahaz; and he fought against Israel. 24 And Israel smote him with the edge of the sword, and possessed his land from the Arnon unto the Jabbok, even unto the children of Ammon; for the border of the children of Ammon was strong. 25 And Israel took all these cities; and Israel dwelt in all the cities of the Amorites, in Heshbon, and in all the towns thereof. 26 For Heshbon was the city of Sihon the king of the Amorites, who had fought against the former king of Moab, and taken all his land out of his hand, even unto the Arnon. 27 Wherefore they that speak in parables say: Come ye to Heshbon! let the city of Sihon be built and established! 28 For a fire is gone out of Heshbon, a flame from the city of Sihon; it hath devoured Ar of Moab, the lords of the high places of Arnon. 29 Woe to thee, Moab! thou art undone, O people of Chemosh; he hath given his sons as fugitives, and his daughters into captivity, unto Sihon king of the Amorites. 30 We have shot at them--Heshbon is perished--even unto Dibon, and we have laid waste even unto Nophah, which reacheth unto Medeba.

And these were the princes whom he had: Azariah the son of Zadok, the priest; Elihoreph and Ahijah, the sons of Shisha, scribes; Jehoshaphat the son of Ahilud, the recorder; and Benaiah the son of Jehoiada was over the host; and Zadok and Abiathar were priests; and Azariah the son of Nathan was over the officers; and Zabud the son of Nathan was chief minister and the king's friend; and Ahishar was over the household; and Adoniram the son of Abda was over the levy. And Solomon had twelve officers over all Israel, who provided victuals for the king and his household: each man had to make provision for a month in the year. And these are their names: The son of Hur, in the hill-country of Ephraim; the son of Deker, in Makaz, and in Shaalbim, and Beth-shemesh, and Elon-beth-hanan; the son of Hesed, in Arubboth; to him pertained Socoh, and all the land of Hepher; the son of Abinadab, in all the region of Dor; he had Taphath the daughter of Solomon to wife; Baana the son of Ahilud, in Taanach and Megiddo, and all Beth-shean which is beside Zarethan, beneath Jezreel, from Beth-shean to Abel-meholah, as far as beyond Jokmeam; the son of Geber, in Ramoth-gilead; to him pertained the villages of Jair the son of Manasseh, which are in Gilead; even to him pertained the region of Argob, which is in Bashan, threescore great cities with walls and brazen bars; Ahinadab the son of Iddo, in Mahanaim; Ahimaaz, in Naphtali; he also took Basemath the daughter of Solomon to wife; Baana the son of Hushai, in Asher and Bealoth; Jehoshaphat the son of Paruah, in Issachar; Shimei the son of Ela, in Benjamin; Geber the son of Uri, in the land of Gilead, the country of Sihon king of the Amorites and of Og king of Bashan; and one officer that was [over all the officers] in the land. Judah and Israel were many, as the sand which is by the sea in multitude, eating and drinking and making merry.

Gill's Notes on the Bible

Thus Israel dwelt in the land of the Amorites. Not the land of the Moabites; and by those means before mentioned; by conquering Sihon their king, they came into the possession of it, and took up their dwelling in it; this was the beginning of the conquest of the Canaanites, and an earnest and pledge of inheriting their land promised unto them; the Israelites that dwelt here were the tribes of Reuben and Gad.
