And the child served Jehovah before Eli the priest. 12 And the sons of Eli were sons of worthlessness; they did not know Jehovah. 13 And the custom of the priests with the people was : any man offering a sacrifice and the priest's young man came when the flesh was boiling with the three-toothed hook in his hand, 14 even he stuck it into the pan, or kettle, or caldron, or pot; all that the hook brought up, the priest took for himself. So they did to all Israel who came in there to Shiloh. 15 Yea, before they made the fat to smoke, then the priest's young man came in. And he said to the man who was sacrificing, Give meat to roast for the priest; and he will not take boiled meat from you, but raw. 16 And if the man said to him, Let the fat be made to smoke as the day, and then take as much as your soul desires; then he would say, No, but you shall give now. And if not, I will take it by force. 17 And the sin of the young men was very great before Jehovah, for the men had despised the offering of Jehovah. 18 And Samuel was serving before Jehovah, a boy girded with an ephod of linen. 19 And his mother made a small coat for him, and she brought it up to him from year to year, as she came up with her husband to offer the sacrifice of the days. 20 And Eli blessed Elkanah and his wife, and said, Jehovah shall give you seed of this woman, because of the petition she prayed to Jehovah. And they went away to their place.

Gill's Notes on the Bible

And he said unto them, why do ye such things?.... As to impose upon the people that bring their offerings, by taking more than is due, and in a very indecent and imperious manner; and especially to defile the women when they came to worship: these were very scandalous sins, and deserved a more severe reprimand, and indeed a greater chastisement than by mere words; Eli should have rebuked them more sharply, and laid open the evil of their doings, and as a judge punished them for them:

for I hear of your evil doings by all this people; the inhabitants of Shiloh, or who came thither to worship, who were continually making their complaints to Eli; which still shows his backwardness to reprove them in the manner he did until he was obliged to it by the continual remonstrances of the people against the practices of his sons; he did not attend to the information he had from a few persons, until it became general.

Clarke's Notes on the Bible

Verse 1 Samuel 2:23. Why do ye such things! — Eli appears to have been a fondly affectionate, easy father, who wished his sons to do well, but did not bring them under proper discipline, and did not use his authority to restrain them. As judge, he had power to cast them immediately out of the vineyard, as wicked and unprofitable servants; this he did not, and his and their ruin was the consequence.
