1 And you, son of man, prophesy to Israel's mountains and say, O mountains of Israel, hear the Word of Jehovah. 2 So says the Lord Jehovah: Because the enemy has spoken against you, saying , Aha! Everlasting heights have become a possession to us. 3 So prophesy and say, So says the Lord Jehovah: Because, yea, because of the wasting and crushing of you from all around, that you might be a possession to the rest of the nations, and you ascendedon the tip of the tongue, and the whisperingof the people. 4 Therefore, mountains of Israel, hear the Word of the Lord Jehovah: So says the Lord Jehovah to the mountains and to the hills, to the ravines and to the valleys, to the wastes of desolation, and to the forsaken cities which became a prey anda mocking to the rest of the nations all around. 5 So the Lord Jehovah says this: Surely I have spoken in the fire of My jealousy against the rest of the nations, and against Edom, all those of her who have given My land to themselves for a possession with all joy of heart, with scorning ofsoul, in order to make it open land for a prey. 6 So prophesy concerning the land of Israel, and say to the mountains and to the hills, to the ravines and to the valleys, So says the Lord Jehovah: Behold, I have spoken in My jealousy and in My fury, because you have borne the shame of thenations. 7 So the Lord Jehovah says this: I have lifted up My hand, surely the nations that surround you, they shall bear their shame. 8 But you, O mountains of Israel, you shall put out your branches and your fruit, you shall bear for My people Israel. For they are drawing near to come. 9 For behold, I am for you, and I will turn to you, and you shall be tilled and sown. 10 And I will multiply men on you, all the house of Israel, all of it. And the cities shall be inhabited, and the wastes shall be built.

Gill's Notes on the Bible

And I will multiply men upon you,.... Who should inhabit the cities on the mountains, and increase very much:

all the house of Israel, even all of it: not the Heathens should be multiplied on them, but the Israelites, all of them, and them only; all the tribes of Israel, the ten tribes as well as the other; and which is repeated for the confirmation of it: by this it appears that the prophecy has a further view than to the return of the Jews from the Babylonish captivity; for all did not return, many remained in the provinces of Babylon; and those that returned were chiefly of the tribes of Judah and Benjamin; but few of the rest came with them. Kimchi thinks the words have respect to the ten tribes, which he says are hid to this day; so Ben Melech.

And the cities shall be inhabited, and the wastes shall be builded; in a literal sense; as well as the church of God, and inheritance of Christ, shall then be in a flourishing condition.
