Contextual Overview

1 So says Jehovah of Hosts, the God of Israel, against Moab: Woe to Nebo, for it is ravaged! Kiriathaim is put to shame and captured. The fortress is put to shame and razed. 2 Moab shall not still be praised. In Heshbon they have plotted evil against it, saying, Come and let us cut it off as a nation. And you shall be silenced, O madmen; a sword will go after you, 3 a voice of crying from Horonaim, plundering and great ruin! 4 Moab is broken up; her little ones have caused a cry to be heard. 5 For in the ascent to Luhith, they shall go up with great weeping. For in the descent to Horonaim, the enemies have heard a cry of ruin. 6 Flee! Save your lives, and be like a naked thing in the wilderness. 7 For because you have trusted in your works and in your treasures, you shall also be captured. And Chemosh shall go into exile; both his priests and his rulers. 8 And a plunderer shall come on every city, and no city shall escape. Also the valley shall perish, and the plain shall be destroyed, as Jehovah has spoken. 9 Give wings to Moab, for it will fly away; and its cities shall be a desert, without an inhabitant in them. 10 Cursed is he who does the work of Jehovah deceitfully, and cursed is he who keeps back his sword from blood.

Moab: This prophecy against Moab, as well as the following ones concerning Ammon, Edom, and the neighbouring countries, seem to have been fulfilled during the long siege of Tyre by Nebuchadnezzar. Josephus places these events five years after the destruction of Jerusalem. Numbers 21:27-30

Gill's Notes on the Bible

Moab is destroyed,.... Either the whole nation in general; so the Targum,

"the kingdom of Moab is broken;''

and so Abarbinel; or a city so called, which some take to be the city Areopolis. Jerom g says, that Moab is a city of Arabia, now called Areopolis; and which also has the name of Rabbathmoab, or "grand Moab";

her little ones have caused a cry to be heard; seeing their parents killed, and they left desolate, and in the hands of the enemy; and not only so, but just going to be dashed in pieces by them. The Targum interprets it, her governors; and so Jarchi, who thinks they are so called, because they are lesser than kings. Kimchi and Ben Melech suggest, that these are called so by way of contempt. The word "tzeir" signifies both "little" and "great", as the learned Pocock h has abundantly proved.
