THE MESSAGE
The house of Joseph went up to attack Bethel. God was with them. Joseph sent out spies to look the place over. Bethel used to be known as Luz. The spies saw a man leaving the city and said to him, "Show us a way into the city and we'll treat you well." The man showed them a way in. They killed everyone in the city but the man and his family. The man went to Hittite country and built a city. He named it Luz; that's its name to this day.

21 And the sons of Benjamin did not dispossess the Jebusites living in Jerusalem. And the Jebusites live with the sons of Benjamin in Jerusalem until this day. 22 And the house of Joseph went up, they also against Bethel. And Jehovah was with them. 23 And the house of Joseph sent to spy around Bethel, and the name of the city formerly was Luz. 24 And those keeping watch saw a man coming out from the city and said to him, Let us see the entrance of the city, and we will deal with you with mercy. 25 And he showed them the entrance of the city. And they struck the city with the mouth of the sword; and they sent away the man and all his family. 26 And the man went to the land of the Hittites and built a city, and called its name Luz; it is its name to this day. 27 And Manasseh had not dispossessed Beth-shean and its daughter-villages , or Taanach and its daughter-villages, nor struck the ones living in Dor and its daughter-villages , nor the ones living in Ibleam and its daughter-villages ; or the ones living in Megiddo and its daughter-villages . For the Canaanites desired to live in that land. 28 But it happened when Israel became strong, it happened that they put the Canaanites to tribute, but did not completely dispossess them. 29 And Ephraim did not dispossess the Canaanites who lived in Gezer, and the Canaanites lived among them in Gezer. 30 Zebulun did not dispossess the inhabitants of Kitron, and the inhabitants of Nahalol; but the Canaanites lived among them, and they became forced-laborers.

And the house of Joseph, they also went up against Bethel,.... Which lay upon the borders of the sons of Joseph, Ephraim and Manasseh, Joshua 16:1; and though it seems to have been taken when Ai was, Joshua 8:17; yet it appears that it was now in the possession of the Canaanites; wherefore the tribes of Ephraim and Manasseh being desirous of enlarging their borders after the example of Judah, went against this place in order to take it:

and the Lord [was] with them; the Word of the Lord, as the Targum, directing, assisting, and succeeding them in their attempt.

Bethel was within the borders of Benjamin, but was captured, as we here learn, by the house of Joseph, who probably retained it.

Clarke's Notes on the Bible

Verse Judges 1:22. The house of Joseph, they also went up against Bethel — That is, the tribe of Ephraim and the half tribe of Manasseh, who dwelt beyond Jordan. Beth-el was not taken by Joshua, though he took Ai, which was nigh to it.

Instead of בית יוסף beith Yoseph, "the house of Joseph," ten of Dr. Kennicott's MSS. and six of De Rossi's have בני יוסף beney Yoseph, "the children of Joseph;" and this is the reading of both the Septuagint and Arabic, as well as of two copies in the Hexapla of Origen.
