THE MESSAGE
If a hostile witness stands to accuse someone of a wrong, then both parties involved in the quarrel must stand in the Presence of God before the priests and judges who are in office at that time. The judges must conduct a careful investigation; if the witness turns out to be a false witness and has lied against his fellow Israelite, give him the same medicine he intended for the other party. Clean the polluting evil from your company. People will hear of what you've done and be impressed; that will put a stop to this kind of evil among you. Don't feel sorry for the person: It's life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

14"You shall not move your neighbor's boundary mark, which the ancestors have set, in your inheritance which you will inherit in the land that Yahweh your God gives you to possess. 15"A single witness shall not rise up against a man on account of any iniquity or any sin which he has committed; at the mouth of two or three witnesses a matter shall be established. 16If a malicious witness rises up against a man to accuse him of wrongdoing, 17then both the men who have the dispute shall stand before Yahweh, before the priests and the judges who will be in office in those days. 18And the judges shall inquire thoroughly, and behold, if the witness is a false witness and he has accused his brother falsely, 19then you shall do to him just as he had intended to do to his brother. Thus you shall purge the evil from among you. 20And the rest will hear and be afraid and will never again do such an evil thing among you. 21Thus your eye shall not show pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

Gill's Notes on the Bible

If a false witness rise up against any man,.... In a court of judicature:

to testify against him: that which is not true of him, let it be in what case it will; Aben Ezra instances in idolatry, but it holds good of any other.

Barnes' Notes on the Bible

Testify against him that which is wrong - Margin, more literally, “a falling away.” The word is used Deuteronomy 13:5 to signify apostasy or revolt; here it is no doubt to be understood in the wider sense of any departure from the Law.
