Then answered one of ye kynge of Israels seruauntes, & saide: Here is Eliseus ye sonne of Saphat, which poured water vpon Elias handes. 12 Iosaphat sayde: The worde of ye LORDE is with him. So the kynge of Israel & Iosaphat, and ye kynge of Edom wente downe vnto him. 13 But Eliseus sayde vnto the kynge of Israel: What hast thou to do wt me? go to the prophetes of thy father & to yi mothers prophetes. The kinge of Israel saide vnto him: No, for ye LORDE hath called these thre kynges, to delyuer them in to the handes of the Moabites. 14 Eliseus sayde: As truly as the LORDE Zebaoth lyueth, before whom I stode, yf I regarded not Iosaphat the kynge of Iuda, I wolde not regarde the, ner set oughte by ye. 15 So bringe me now a mynstrell. And whan the mynstrell played vpo the instrument, the hande of the LORDE came vpo him.

Gill's Notes on the Bible

For thus saith the Lord, ye shall not see wind, neither shall ye see the rain,.... Neither perceive the south wind blow, which usually brings rain, nor clouds gathering in the heavens, as portending it, nor any filling from thence:

yet that valley shall be filled with water; and all the ditches dug in it:

that ye may drink, both ye and your cattle, and all your beasts; there would be such a quantity as would be enough for them all, the soldiers, the horses they rode on, and the beasts that drew their wagons.

Barnes' Notes on the Bible

No rain was to fall where the Israelites and their enemies were encamped; there was not even to be that all but universal accompaniment of rain in the East, a sudden rise of wind (compare 1 Kings 18:45; Psalms 147:18; Matthew 7:25).

Cattle, and your beast - The former are the animals brought for food. The latter are the baggage animals.

Verse 2 Kings 3:17. Ye shall not see wind — There shall be no wind to collect vapours, and there shall be no showers, and yet the whole bed of this river, and all the new made canals, shall be filled with water.
