Contextual Overview

1Then Samuel took a flask of oil, poured it on Saul's head, and kissed him. He said, "Do you see what this means? God has anointed you prince over his people. "This sign will confirm God 's anointing of you as prince over his inheritance: After you leave me today, as you get closer to your home country of Benjamin, you'll meet two men near Rachel's Tomb. They'll say, ‘The donkeys you went to look for are found. Your father has forgotten about the donkeys and is worried about you, wringing his hands—quite beside himself!' 3"Leaving there, you'll arrive at the Oak of Tabor. There you'll meet three men going up to worship God at Bethel. One will be carrying three young goats, another carrying three sacks of bread, and the third a jug of wine. They'll say, ‘Hello, how are you?' and offer you two loaves of bread, which you will accept. 5"Next, you'll come to Gibeah of God, where there's a Philistine garrison. As you approach the town, you'll run into a bunch of prophets coming down from the shrine, playing harps and tambourines, flutes and drums. And they'll be prophesying. Before you know it, the Spirit of God will come on you and you'll be prophesying right along with them. And you'll be transformed. You'll be a new person! 7 "When these confirming signs are accomplished, you'll know that you're ready: Whatever job you're given to do, do it. God is with you! 8 "Now, go down to Gilgal and I will follow. I'll come down and join you in worship by sacrificing burnt offerings and peace offerings. Wait seven days. Then I'll come and tell you what to do next."

Cross-References

Genesis 10:8
Cush also had Nimrod. He was the first great warrior on Earth. He was a great hunter before God . There was a saying, "Like Nimrod, a great hunter before God ." His kingdom got its start with Babel; then Erech, Akkad, and Calneh in the country of Shinar. From there he went up to Asshur and built Nineveh, Rehoboth Ir, Calah, and Resen between Nineveh and the great city Calah.
Psalms 105:23
Then Israel entered Egypt, Jacob immigrated to the Land of Ham. God gave his people lots of babies; soon their numbers alarmed their foes. He turned the Egyptians against his people; they abused and cheated God's servants. Then he sent his servant Moses, and Aaron, whom he also chose. They worked marvels in that spiritual wasteland, miracles in the Land of Ham. He spoke, "Darkness!" and it turned dark— they couldn't see what they were doing. He turned all their water to blood so that all their fish died; He made frogs swarm through the land, even into the king's bedroom; He gave the word and flies swarmed, gnats filled the air. He substituted hail for rain, he stabbed their land with lightning; He wasted their vines and fig trees, smashed their groves of trees to splinters; With a word he brought in locusts, millions of locusts, armies of locusts; They consumed every blade of grass in the country and picked the ground clean of produce; He struck down every firstborn in the land, the first fruits of their virile powers. He led Israel out, their arms filled with loot, and not one among his tribes even stumbled. Egypt was glad to have them go— they were scared to death of them. God spread a cloud to keep them cool through the day and a fire to light their way through the night; They prayed and he brought quail, filled them with the bread of heaven; He opened the rock and water poured out; it flowed like a river through that desert— All because he remembered his Covenant, his promise to Abraham, his servant.
Isaiah 11:11
Also on that day, the Master for the second time will reach out to bring back what's left of his scattered people. He'll bring them back from Assyria, Egypt, Pathros, Ethiopia, Elam, Sinar, Hamath, and the ocean islands.
Ezekiel 27:10
"‘Your army was composed of soldiers from Paras, Lud, and Put, Elite troops in uniformed splendor. They put you on the map! Your city police were imported from Arvad, Helech, and Gammad. They hung their shields from the city walls, a final, perfect touch to your beauty.

Gill's Notes on the Bible

And the Spirit of the Lord will come upon thee,.... As a spirit of prophecy, so the Targum; whereby he would be enabled at once to compose psalms and hymns of praise, and sing them in a proper manner, though he had not been trained up in this exercise in the school of the prophets; which made it more wonderful to those that knew him:

and thou shalt prophesy with them: or "praise" with them, as the same Targum; join with them in singing praises, and perform this service in an orderly manner, as if he had been instructed in it, and used to it:

and shall be turned into another man; for the Spirit of God would not only operate on him in that way, as to fit him for composing and singing psalms and hymns, but inspire him with wisdom, and prudence, and greatness of mind, and with every qualification necessary for a king; so that he would appear quite another man than he was before, in his outward behaviour, as well as in the endowments of his mind; and from a rustic, an husbandman, a farmer's son, would appear with the air of a prince, and in the majesty of a king; and, as Procopius Gazaeus, have a royal mind or heart given him.

Barnes' Notes on the Bible

Will come upon thee - The word rendered “come,” means to “come” or “pass upon,” as fire does when it breaks out and spreads Amos 5:6; hence, it is frequently used of the Spirit of God passing upon anyone. (See Judges 14:19; Judges 15:14; below 1 Samuel 10:10; 1 Samuel 11:6; 1 Samuel 16:13.)

Shalt be turned into another man - This is a remarkable expression, and occurs nowhere else. It describes the change in point of mental power and energy which would result from the influx of the Spirit of the Lord 1 Samuel 10:9. In the case of Samson it was a supernatural bodily strength; in the case of Saul a capacity for ruling and leading the people of which before he was destitute, and which the Spirit worked in him. (Compare Acts 1:8; Isaiah 11:2-4.)
