Then Solomon spoke to all Israel, to the commanders of thousands and of hundreds, to the judges, and to every leader in all Israel—the family heads.
Shlomo spoke to all Yisra'el, to the captains of thousands and of hundreds, and to the judges, and to every prince in all Yisra'el, the heads of the fathers' [houses].

At that time, the sacred tent that Moses the servant of the Lord had made in the desert was still kept at Gibeon, and in front of the tent was the bronze altar that Bezalel had made. One day, Solomon told the people of Israel, the army commanders, the officials, and the family leaders, to go with him to the place of worship at Gibeon, even though his father King David had already moved the sacred chest from Kiriath-Jearim to the tent that he had set up for it in Jerusalem. Solomon and the others went to Gibeon to worship the Lord ,

And Solomon spoke to all Israel, to the captains of thousands and of hundreds, and to the judges, and to all the princes of all Israel, the chief fathers;
The people of Israel and the captains, generals, judges, leaders, and heads of the families were all gathered together. Solomon spoke to them, and then they all went to the high place at Gibeon. They went there because God's Meeting Tent was there. The Lord 's servant Moses made this tent when he and the Israelites were in the desert.
Then Solomon spoke to all Israel, to the commanders of thousands and of hundreds, and to the judges, and to all the princes, the chiefs of the fathers.
King Solomon gave an order to all the officers in charge of units of a thousand men and of a hundred men, all the government officials, all the heads of families, and all the rest of the people,

Then Solomon spake unto all Israel,.... To their representatives about going to Gibeon to sacrifice, as the next words show: so Jarchi and Kimchi observe:
to the captains of thousands, and of hundreds, to the judges, and to every governor in all Israel, the chief of the fathers; whom he had convened on this occasion; though some think this is the same congregation gathered by his father, by whom he was anointed and made king, and that he spoke of this to them before they broke up, 1 Chronicles 28:1 which seems not so probable, since it was after the death of his father, after he had been king some time, and even after his marriage with Pharaoh's daughter, that what follows was done, see 1 Kings 3:1.
Barnes' Notes on the Bible
The narrative here corresponds with 1 Kings 3:4; but is very much fuller. We learn from the present passage:
(1) that Solomonâs sacrifice at Gibeon was a great public festivity, to which he collected vast numbers of the people;
(2) that it was made upon the brass altar of Bezaleel, which
(3) stood before the tabernacle; and
(4) that Solomonâs vision was on the night of his sacrifice. Consult the marginal references
